Overview: This scope of work (SoW) outlines the Somalia Field Coordinator position with the Center for Operational Analysis and Research (COAR). The Somalia Field Coordinator will be expected to work under the leadership of either a Project Manager and/or the Country Director and across multiple projects within the Somalia context. The Somalia Field Coordinator will be expected to produce deliverables (as outlined below) through an understanding of both the Somalia context and the donor-funded humanitarian and development response. The Somalia Field Coordinator will be expected to support multiple tasks and projects from different clients, through fast-paced, real-time collection of qualitative and quantitative data, development of field networks, and context monitoring.

About COAR: COAR is an independent social enterprise that directly supports practitioners, policymakers, and donors by facilitating humanitarian and development interventions in complex, fragile, and high-risk environments.

Objectives:

  • To provide a clear, ‘joined-up’ understanding of the Somalia context through a neutral lens;
  • To undertake and oversee primary research and provide high-quality reporting and analysis that focuses on the following topics/dynamics: politics, governance, safety, economy, social, regional dynamics, and humanitarian/development dynamics and interventions.
  • Through managing field networks, support a variety of projects with data collection, primary research, context monitoring, and due diligence services.

Activities

Somalia Field Coordinator will:

  • Develop, expand, and maintain a gender-balanced network of field researchers, including in hard-to-reach areas
  • Maintain constructive relationships with local networks and relevant stakeholders;
  • Lead on collection of primary quantitative and qualitative data
  • Train field researchers on data collection (surveys, questionnaires, collecting atmospherics)
  • Actively track trends and events with regard to political, safety, economic, social, and humanitarian developments on the ground in the Somalia;
  • Follow social media, traditional media, and other open source outlets with validity, reliability and granularity in mind;
  • Analyze local, national, and regional developments within the Somalia context, drawing on historical, social, economic, political, and cultural understanding to reinforce and target the analysis;
  • Prioritize and map relevant data points, atmospherics, events, and developments in geographic space;
  • Be available to provide thoughtful and timely original research for context monitoring and information requests on specific issues, topics, or events. The Somalia Field Coordinator should expect requests for input (research and analysis) outside of normal working hours;
  • Work in a committed, professional manner with consistency, integrity, and confidentiality.

Qualifications and Experience

The ideal candidate for will have:

  • A BA degree in business management, political science, international affairs, public administration, public policy, international development, or a related field;
  • 3-5 years of work experience in establishing and managing field teams in Somalia and leading on primary/field data collection for a research institution, think-tank, publication, or NGO.
  • Experience in collection of sensitive primary information is highly desirable;
  • Capable of accessing to a wide-reaching field network;
  • Experience working on humanitarian interventions in conflict areas;
  • Demonstrated understanding of donor-funded humanitarian and/or development systems;
  • Demonstrated ability and/or willingness to work under tight deadlines, provide real-time data and analysis with accuracy under pressure;
  • In-depth understanding of conflict dynamics and conditions across Somalia,
  • Strong interpersonal, organizational, and managerial skills;
  • Demonstrated knowledge of the Somalia and East Africa regional context;
  • Native- level fluency in written and oral Somali is required; Strong English language skills required
  • Excellent command of Microsoft Office applications and Google Applications;
  • Demonstrated ability to work collaboratively and independently within a remote-based team;
  • Strong presentation, reporting, and communication skills;
  • Commitment to discretion and confidentiality;
  • Strict adherence to COAR’s code of conduct and safeguarding policies at all times.
