The International Transport Forum (ITF) is a global intergovernmental organisation with 69 member countries within the OECD family. The ITF works to foster a deeper understanding of the role of transport in economic growth, environmental sustainability and social inclusion and to raise the public profile of transport policy. It acts as a platform for discussion and pre-negotiation of policy issues across all transport modes. We analyse trends, share knowledge and promote exchange among transport decision-makers and civil society. The ITF’s Annual Summit is the world’s largest gathering of transport ministers and the leading global platform for dialogue on transport policy.

Job Description

The ITF is looking for a dynamic and experienced Special Envoy for Ukraine to lead ITF’s Common Interest Group for Transport in Ukraine (CIG4U) and related political engagements. Strong experience in global outreach and diplomacy are required. The candidate will also be acting as Senior Advisor to the Secretary-General on road safety. The retained applicant will be part of a multicultural team of economists, policy experts, researchers, modelers and statisticians where teamwork as well as capacity to work independently are requirements, and will report to the Head of the ITF Secretary-General’s Office.

Main responsibilities

Outreach and strategic partnerships

  • Lead the Secretariat work for the ITF Common Interest Group for Transport in Ukraine.
  • Lead Secretariat engagement with CIG4U co-chairs (Lithuania, Sweden, Canada, Ukraine) and the participating member countries, at the senior civil servant, ambassador, and the vice-minister/minister level.
  • Enhance existing engagement and institutional partnerships with key stakeholders, notably the European Commission, World Bank, IBRD, EIB, and others.
  • Lead and manage ITF’s policy dialogue on the impact of the war in Ukraine.
  • Lead ITF engagement and preparations in the Global Ministerial Conference on Road Safety.
  • Engage with the private sector, other intergovernmental organisations, international financial institutions, and national authorities in ITF member and non-member countries on road safety.
  • Link ITF’s research outputs on road safety to the policy dialogue and identify opportunities for cross-sectoral partnerships to support the SG’s vision of working with partners beyond the transport sector.
  • Represent ITF on CIG4U and road safety at conferences and meetings.
  • Seek external funding from private sector, financial institutions and other donors.

Policy analysis and project management

  • Plan and manage ITF’s CIG4U and road safety work streams, including working with the research team on identifying key projects and deliverables.
  • Working with the ITF research and policy analysis staff, prepare guidance documents, policy briefs, and presentations.
  • Carry out related budget management.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in economics, law, transport planning, engineering or a related discipline.

Professional Background

  • A minimum of eight years’ experience in public policy or diplomacy, preferably acquired in an intergovernmental or a national administration, such as a Ministry. Part of this experience needs to be with working directly with political decision-makers.
  • Experience working in an international context at the highest-level of decision-making.
  • Experience in the planning and management of complex projects as well as projects with tight deadlines and budgets.
  • Good communication skills, including ability to present complex issues to policy-makers.

Tools

  • Knowledge of Microsoft Office tools.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Core Competencies

Contract Duration

  • Two-year fixed-term appointment with possibility of renewal.

Salary Information 

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process

  • For retained candidates, written tests/video-recorded interviews are foreseen for mid-September 2024, and panel interviews are planned for the end of September 2024.
