The Public Finance Management Reforms Strategy (PFM-RS) as required for the implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS), 2018, provides a better opportunity for Revitalized Government of National Unity (RTGoNU) to build the capacity of public institutions and the civil servants skillfully, structurally, systematically, symbiotically, and synthetically. This will necessitate the placements of well-trained civil servants who are motivated as Change Agents to deliver peace dividends impactfully, effectively, and efficiently for the welfare and human development of the people of South Sudan. It will also require training, coaching, and mentoring of the government officials who are attached to the Secretariat of PFM-RS to discharge their duties diligently and operate cohesively and integrally with transparently and accountability in the interest of diversification of the economy of South Sudan.

It is for this purpose that the GEMS Project has been designed with enabling functional tools of professionalizing the public economic sector and creating an enabling conducive working environment for public institutions to function effectively with adherence to PFM cycle. The Project has been envisioned to induce behavioral change in conduct of public affairs, learning from relevant comparative experiences and adjusting attitude of civil servants to match the standards of “New Deal Compact” for accelerating economic growth in South Sudan.

Scope of Work
The PFM-RS Special Skills Analyst (SSA) – Secretariat – Coordinator, supports the Secretariat work of PFM Oversight Committee, PFM Technical Committee and PFM Working Groups, including drafting PFM-RS plans, fast-tracking communication, preparing meetings agenda, writing minutes of the meetings, documenting resolutions of meetings, writing the reports, conducting evaluation reviews, maintaining PFM-RS data base, building the capacity of Change Agents (CAs) through coaching and mentoring, facilitating training workshops and conferences, disseminating and communicating PFM-RS activities, and follow-up on the implementation of the following Public Finance Management Reform Strategy (PFM-RS).
Duties and Responsibilities
  • Implementation of the Treasury Single Account (TSA).
  • Strengthening of Cash Management.
  • Relocation of the Loans Committee to the MOFP.
  • Reviewing, Verification and Clearance of All Arrears.
  • Reviewing and Verification of Loans and Contracts Collateralized or Guaranteed Against Crude Oil.
  • Strengthening of Anti-Corruption Commission (ACC) and National Audit Chamber.
  • Establishing of Public Procurement and Disposal of Assets Authority (PPDAA).
  • Rolling out of the Electronic Payroll Using a Biometric System.
  • Strengthening of the Fiscal Financial Allocation & Monitoring Commission (FFAMC)
  • Strengthening of the Macro-fiscal Framework.
  • Strengthening of the Budget Process and Budget Credibility.
  • Improving Revenue Management.
  • Boosting of Legal Frameworks for Institutional Strengthening.     
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization
Institutional Arrangement
The PFM-RS Special Skills Analyst (SSA) – Coordinator, shall be supervised directly by GEMS/PFM Project Management Specialist within UNDP South Sudan Country Office and under Strategic Governance Unit (SGU).

Required Skills and Experience
Education:
  • Advanced University Degree (Master’s degree or equivalent) in financial economics, development economics, finance and accounting, commence and entrepreneurship, business administration and management, public administration and policy, business education, law and policy, or international relations.
  • A first-level university degree (Bachelor’s) in a relevant field with additional 2 years of experience will be given due consideration in lieu of advanced university degree.
Experience:
  • Minimum 2 years of relevant experience at the national or international level in public or private sector related to finance and economic sector is required.

Required skills:

  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheets and web-based management systems such as ERP financials and database packages.

Desired Skills:

  • Professional working experience at Ministry of Finance and Planning (MoFP) of South Sudan or as Special Skills Analyst (SSA) under UNDP contract;
  • Mentoring, Coaching and Training skills/experience;
  • Working experience in the UN is desired.

Language:

  • Proficiency in Written and Spoken English is required.
  • Fluency of Arabic is required.
