The reforms as required for the implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS), 2018, provides a better opportunity for Revitalized Government of National Unity (RTGoNU) to build the capacity of the civil servants skilfully, structurally, systematically, symbiotically, and synthetically. This will necessitate the placements of well-trained civil servants who are motivated as Change Agents to deliver peace dividends impactfully, effectively, and efficiently for the welfare and human development of the people of South Sudan. It will also require competency-based training, mentoring, and coaching on planning and administration for effective public service by enabling the staff at different grades to acquire professional skills and knowledge of assessing, analysing, deciding, planning, organizing, staffing, leading, controlling, performing, evaluating the progress in Ministry of Public Service and Human Resource Development.

It is for this purpose that the GEMS Project has been designed with enabling functional tools of professional discharge of duties in public administration sector, learning from relevant comparative experiences and adjusting attitude of civil servants to match the standards required for “good governance” with reference to relevant comparative experience. This will   lead to improvement of quality of public service in line with legal principles, regulatory frameworks, operational policies, division of labour, code of ethics, human resource development and devolution of powers of the government.

Scope of Work

The Special Skills Analyst (SSA) for Training and Human Resource Development in the Ministry of Public Service and Human Resource Development (MoPS&HRD) supports the Change Agents with detailed technical capacity building through trainings, coaching and mentoring for decision-makings and rendering of effective and efficient public service in a planned manner based on Ministry’s Strategic Plan (2020 – 2025) and with alignment to the Revised National Development Strategy (R-NDS 2018 – 2024), Agenda 2063, gender mainstreaming, among other related obligations. These are coordinated with the work of PFM-RS Secretariat and in collaboration with development partners who appreciate triple nexus approach of linking peace, humanitarian, and development to and following Public Finance Management Reform Strategy (PFM-RS).

Duties and Responsibilities
  • Implementation of the Treasury Single Account (TSA).
  • Strengthening of Cash Management.
  • Relocation of the Loans Committee to the MOFP.
  • Reviewing, Verification and Clearance of All Arrears.
  • Reviewing and Verification of Loans and Contracts Collateralized or Guaranteed Against Crude Oil.
  • Strengthening of Anti-Corruption Commission (ACC) and National Audit Chamber.
  • Establishing of Public Procurement and Disposal of Assets Authority (PPDAA).
  • Rolling out of the Electronic Payroll Using a Biometric System.
  • Strengthening of the Fiscal Financial Allocation & Monitoring Commission (FFAMC).
  • Strengthening of the Macro-fiscal Framework.
  • Strengthening of the Budget Process and Budget Credibility.
  • Improving Revenue Management.
  • Boosting of Legal Frameworks for Institutional Strengthening.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
Special Skills Analyst (SSA) for Public Service – Training and Human Resource Development, shall be supervised directly by GEMS/PFM Project Management Specialist within UNDP South Sudan Country Office and under Strategic Governance Unit (SGU).

Required Skills and Experience
Education:
  • Advanced university degree (Master’s or equivalent) in public administration, public policy, business administration, political science, education, law, sociology, social science or related areas.
  • A first-level university degree (Bachelor’s) in a relevant field with additional 2 years of qualifying experience will be given due consideration in lieu of advanced university degree.
Experience:
  • Minimum of 2 years of relevant experience at the national or international level in public or private sector with particularly focused on training and human resource development.

Required skills:

  • Experience in the use of computers and office software packages (MS Word, Excel, etc.). and advanced knowledge of web-based management systems such as ERP.

Desired skills:

  • Professional experience in working at Ministry of Public Service and Human Resource Development (MoPS&HRD) of South Sudan or as Special Skills Analyst (SSA) under UNDP contract is desired.
  • Demonstrated Mentoring, Coaching and Training skills/experience.
  • Working experience in the UN is desired.

Language:

  • Proficiency in Written and Spoken English is required.
  • Fluency in Arabic is required.
