The reforms as required for the implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS), 2018, provides a better opportunity for Revitalized Government of National Unity (RTGoNU) to build the capacity of public institutions and the civil servants skilfully, structurally, systematically, symbiotically, and synthetically. This will necessitate the placements of well-trained civil servants who are motivated as Change Agents to deliver peace dividends impactfully, effectively, and efficiently for the welfare and human development of the people of South Sudan. It will also require high-level coordination, coaching and mentoring for the Secretariat of Economic Cluster and the Change Agents in the Office of the Vice for Economic Cluster to discharge their duties diligently for government institutions to operate cohesively and integrally with transparently and accountability in the interest of diversification of the economy of South Sudan.
It is for this purpose that the GEMS Project has been designed with enabling functional tools of professionalizing the public economic sector, including ICT improvement, and creating an enabling working environment. The Project has been envisioned to induce behavioural change in conduct of public affairs, learning from relevant comparative experiences and adjusting attitude of civil servants to match the standards of “New Deal Compact” for accelerating economic growth in South Sudan.
The Special Skills Analyst (SSA) for the Office of Vice President – Economic Cluster, supports the Change Agents (CAs), the Secretariat of Economic Cluster and the staff of the Office of Vice President through trainings, coaching and mentoring about economic advantages, legal and regulatory frameworks, operational policies, professional ethics, and devolution of resources with checks and balances in the Ministries, Departments and Agencies (MDAs) for informed macroeconomic and fiscal decision-making. These are coordinated with the work of PFM-RS Secretariat and in collaboration with development partners who appreciate triple nexus approach of linking peace, humanitarian and development to the following Public Finance Management Reform Strategy (PFM-RS) Priorities:
- Implementation of the Treasury Single Account (TSA);
- Strengthening of Cash Management;
- Relocation of the Loans Committee to the MOFP;
- Reviewing, Verification and Clearance of All Arrears;
- Reviewing and Verification of Loans and Contracts Collateralized or Guaranteed Against Crude Oil;
- Strengthening of Anti-Corruption Commission (ACC) and National Audit Chamber;
- Establishing of Public Procurement and Disposal of Assets Authority (PPDAA);
- Rolling out of the Electronic Payroll Using a Biometric System;
- Strengthening of the Fiscal Financial Allocation & Monitoring Commission (FFAMC);
- Strengthening of the Macro-fiscal Framework;
- Strengthening of the Budget Process and Budget Credibility;
- Improving Revenue Management;
- Boosting of Legal Frameworks for Institutional Strengthening.

- Advanced University Degree (master’s degree or equivalent) in economics, finance, and accounting, commence and entrepreneurship, business administration and management, public administration and policy, business education, law and policy or other relevant field is required. OR;
- A first-level university degree (bachelor’s degree) in a relevant field in combination with additional two years of qualifying work experience will be given due consideration in lieu of the advanced university degree.
- Up to 2 years (with Master’s degree) or Minimum of 2 years (with Bachelor’s degree) of relevant experience in public or private sector with particular focus on public economic governance and coordination.
Required Skills:
- Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheets and web-based management systems such as ERP financials and database packages.
Desired Skills:
- Professional experience in working at the Office of Vice President and Chair of Economic Cluster of South Sudan or as Special Skills Analyst (SSA) under UNDP contract is desired;
- Mentoring, Coaching and Training Skills/experience;
- Working experience in the UN is desired.
Required Languages:
- Proficiency in Written and Spoken English and local language is required;
- Knowledge of another UN language is desirable.
