Specialist, Program Delivery, MDR-TB – GL D – Defined Duration until December 2028 – Russian desirable
The Global Fund aims to accelerate the end of AIDS, tuberculosis (TB) and malaria as diseases of public health importance. The organization invests more than US$4 billion a year to support programs run by local experts in countries and communities most in need. Since 2020, through the COVID-19 Response Mechanism (C19RM), additional funding has been made available to support countries to mitigate the impact of COVID-19 and build resilient community and public health systems.
The Global Fund’s Grant Management Division (GMD), in collaboration with teams across the Global Fund Secretariat, is responsible for the overall management of the Global Fund’s grant investments at country and regional level, driving impact in implementing countries. It provides leadership and strategic direction to the Global Fund’s country operations and drives the translation of the GF strategy into operational milestones at global, regional, and country portfolio level, including signing grants, making disbursements, regular portfolio monitoring and oversight. It works in a complex and rapidly evolving environment with implementing partners, including Principal Recipients (PRs), sub-recipients (SRs), Country Coordinating Mechanisms (CCM), in-country health sector and humanitarian clusters, multiple stakeholders from public, private sectors and communities to drive success on the ground and manage the growth in portfolio investments value, expanding breadth and depth of program and systems strengthening interventions, sophistication of program design, data driven decision making, differentiated approaches, intensified program quality focus, and introduction of new health products, services and interventions.
Maximizing people-centered integrated systems for health is a core objective of the Global Fund Strategy, which aims to end HIV, TB, and Malaria (HTM) and address broader health needs. The Global Fund has become the world’s largest multilateral provider of grants to build resilient and sustainable systems for health (RSSH) and pandemic preparedness and response (PPR) capabilities, investing US$1.5 billion a year in public and community health systems between 2021 and 2023 through HTM grants and the COVID-19 Response Mechanism (C19RM).
The Global Fund continues to support the efficient and effective implementation of community-based public health approaches through strategic engagement in EECA. The focus is on country public and community health capacity strengthening & building efficient, agile, people-centered, and sustainable national health systems which are critical for the fight against HTM. Grant investments aim to ensure equitable access to integrated services, quality assured and affordable health products, and improved overall health service delivery to vulnerable populations, including pregnant women and children and key and vulnerable populations. Multiple countries in EECA are scaling-up such approaches through prioritized portfolio investments, including in challenging operating environments where barriers to services are often intensified.
The Program Delivery Specialist – MDR-TB will play a crucial role in designing, monitoring of and operational support to field implementation of Multidrug Resistant (MDR)-TB programs, with a focus on community-based interventions, prevention campaigns, and health systems strengthening. They are responsible for providing operational guidance and support implementation of MDR-TB activities under Global Fund grants, including end-to-end campaign planning, digitalization of processes, and exploring integration opportunities. They are responsible for tracking the readiness of grant implementers and other relevant stakeholders for the efficient and effective delivery of MDR-TB services and commodities, particularly during community-based campaigns. The Program Delivery Specialist will provide guidance on campaign design, roll-out plans, risk mitigation, and action tracking. They are responsible for the regular analysis of campaign performance and commodity management data in close coordination with Health Product Management Specialists. The Program Delivery Specialist – MDR-TB will drive the continued collaboration by facilitating operational dialogue among relevant stakeholders to enable visibility of real time issues and application of course correction measures. They will guide on resources, capacity-building, and coordination of relevant TA to improve for effective and efficient implementation of MDR-TB interventions. The Program Delivery Specialist – MDR-TB will also lead the development and socialization of a learning agenda for implementation of MDR-TB program implementation to improve outcomes, efficiency, and sustainability both internally and between countries.
The Program Delivery Specialist – MDR-TB will be based in the EECA regional team in the Grant Management Division (GMD) and will collaborate with members of Country Teams (e.g. PHME, HPM), other Implementation Specialists in the region, and relevant functional specialists in the Technical Advice and Partnership Department (TAP), CRG Department and Supply Operations Department and other teams as relevant to advance grant implementation and achievement of results for the assigned country portfolios.
Key Responsibilities
The main responsibilities of the Program Delivery Specialist – MDR-TB include:
1. Investments guidance, planning and engagement
Support CTs with the design and ongoing adaptation of grant investments and strategies to advance best practices in MDR-TB program implementation, including community-based service delivery and campaigns.
Work with CTs to engage with principal recipients (PRs) and other key actors in the in-country implementation ecosystem to elaborate vision of success and implementation roadmaps, including key milestones and metrics in MDR-TB program implementation, including community-based service delivery and campaigns.
Contribute to operational assessments in response to country-specific needs, to enable accelerated operationalization, effective execution of interventions in prioritized investment areas.
Identify key stakeholders and facilitate partnership engagement at country level, including the establishment of new or expanded relationships with wider group of national stakeholders.
Facilitate dialogue to align priorities, integrate innovations with countries’ operational plans and enhance in-country mechanisms for governance, monitoring, execution and technical support.
Identify opportunities for integration and data sharing to promote efficiency and improve quality of planning and implementation.
2. Support for high quality implementation
Oversee MDR-TB program execution of in-country implementation roadmaps for grant investments, including regular tracking and reporting on progress, timely escalation, trouble shooting, and problem-solving.
Lead implementation gaps analysis, identification of critical bottlenecks in implementation of grant investments, and facilitate the development of adaptative action plans for accelerated implementation.
Map, mobilize and coordinate technical assistance (TA) needs and opportunities as relevant to address implementation bottlenecks and accelerate delivery of MDR-TB interventions.
Facilitate evidence driven operational efficiency for MDR-TB programs.
3. Reporting and Learning Agenda
Conduct regular monitoring, data tracking and analysis to review delivery progress per implementation plans and set milestones for the department’s MDR-TB program data, ensuring real-time course correction.
Lead collation, review, and aggregation of results to inform internal reporting as relevant.
Support development of deliverables needed by the department’s leadership team for different engagement fora to provide updates on the progress of grant investments and strengthen partnership engagement, including at country level.
Disseminate innovations in operational design and implementation approaches, including integrated service models and linkages with other community-based interventions, private sector engagement, for improved health outcomes.
Document lessons learnt, innovations and best practices in MDR-TB investments design and implementation, facilitating knowledge exchange through reports and presentations at national and regional fora.
Collaborate with relevant functional specialists in TAP, CRG, SO to systematize learning for Secretariat and external audiences.

Qualifications
Essential:
University degree in public health, health policy and administration, health system management, health economics, or related field.
Desirable:
Project management and consulting experience of malaria interventions.
Experience
Essential:
Extensive professional experience in provision of technical assistance and/or implementation of MDR-TB and public health interventions, including community-based interventions, preferably in the EECA region.
Solid experience in working with multiple stakeholders at national and international levels, with demonstrated ability to collaborate effectively in complex, multi-disciplinary and diverse environments.
Strong track record in project management, data analysis, program planning and management, monitoring & evaluation of public health programs.
Significant experience in structured problem solving and strategic planning, with the ability to analyze issues related to public health operations and delivery models.
Demonstrated experience in driving performance and/or change in an operationally and politically complex context.
Excellent written and verbal communication skills.
Desirable:
Minimum seven years of professional experience in provision of technical assistance and/or implementation of public health interventions including community-based interventions in developing countries Challenging Operating Environments (COEs), specifically within the EECA context.
Experience with innovative MDR-TB technologies (e.g., AI diagnostics, telemedicine).
Project management and consulting experience of TB interventions.
