SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for over 40 years, has been helping people affected by armed conflict and natural disasters by meeting their basic needs: food, water and shelter.
Particularly committed to the fight against diseases linked to unhealthy water, the world’s leading cause of death, SI’s interventions provide expertise in the fields of access to drinking water, sanitation and hygiene promotion, as well as in the essential area of food security and livelihoods.
The NGO has two main levels of organization: Headquarters and Field.
Head Office refers to all departments: General Management, Operations, Logistics, Human Resources, Administration & Finance, Accountability & Partnership Development, Communication & Development.
These departments are located in Clichy (92), France. They also refer to the regional office in Dakar.
The “field” refers to the 24 countries in which our operations are deployed around the world.

The SI teams, totalling some 3,000 people, are made up as follows:

Head office :
• Head office employees
• Trainees and work-study students
• A few volunteers

In the field:
• Expatriate employees
• National employees

Project scope

As part of its attractiveness and retention measures, Solidarités International offers some of its expatriate employees a contribution towards their accommodation costs. Most expatriate employees are housed in collective guesthouses paid for by the organization, but some have their own accommodation.
Accommodation is defined as follows: “Any accommodation, individual or collective, occupied by an expatriate -and his or her family-, with the exception of guesthouses. The latter are fully covered by Solidarités International”. This refers to rentals only, and not to any property purchases.

Housing costs are covered by a fixed monthly fee, which cannot exceed the total rent. This lump sum does not cover the following expenses:
– Agency or broker fees, which are covered separately;
– The taxe d’habitation, which is paid by the expatriate;
– Expenses, unless included in the rental contract;
– Babysitting or janitor fees, unless these are included in the rental contract;
– Bonds.

The amount of the lump sum is independent of the type of accommodation chosen by the expatriate, whether all-inclusive or not, furnished or unfurnished. It also remains the same regardless of the size of the accommodation chosen.
3 lump-sum payments are made, depending on the number of occupants:
– Package for single person or couple (1 room);
– Accommodation for a single person with one child, or a couple with one child (2 bedrooms);
– Accommodation for a single person with two or more children, or a couple with two or more children (3 bedrooms).

With this in mind, Solidarités International would like to be able to rely on reliable, objective and regularly updated data to determine the amount of these packages.

The deliverable consists of individual surveys of housing costs in the cities concerned, a list of which is appended. The list is exhaustive as it stands, but may be modified in line with the opening or closing of our countries of operation.

Surveys should include the following elements (non-exhaustive):
– Type of accommodation (apartment, house)
– Geographical location
– Furnished or unfurnished accommodation
– Number of bedrooms
– Availability of housing on the local market
– Expenses included or not
– Average monthly rent

The unit cost of the surveys and the frequency with which they are updated should also be specified.

The contract will be awarded to the bid(s) that are both technically and administratively compliant and the most economically advantageous, taking into account the quality of the services offered.

In the interests of transparency and equal treatment, the evaluation committee may ask bidders, in writing, for clarification of their bids, but they may not modify them.

Any such requests for clarification must not be aimed at correcting any initial errors or shortcomings affecting the performance of the contract or distorting the competition.

Any bidder attempting to influence the evaluation committee in the process of examining, clarifying, evaluating and comparing bids, to obtain information on the progress of the process or to influence SI in its decision concerning the award of the contract may have its bid immediately rejected.

The contractor will be selected using the quality and cost selection method:

Technical proposal
Financial proposal
Each criterion will be assessed and may result in points to facilitate comparison between the different offers.

Bidders’ offers will be evaluated according to the following weighted criteria:

Technical proposal (60%) :

Matching the offer to SI’s technical requirements
Quality of methodology
Qualification of company experience
Financial proposal :

Matching the financial offer to the available budget

The budget for this service may not exceed €11,000 (Eleven thousand euros), i.e. an individual cost of €500 for each of the 22 towns listed previously.

Bids must be submitted by October 21, 2024, 6 p.m. Paris time.
Applications must be sent by this time in electronic form.

The bidder is asked to guarantee that the characteristics of the services it proposes :

  • Meet the needs described,
  • Meet Solidarités International’s requirements and constraints

Tenders must contain at least :

  • A company presentation folder
  • A technical and financial presentation of the proposal
  • Professional references related to this type of exercise
  • Supplier code of conduct signed
  • The service provider’s financial proposal, which must remain valid for three months from the date of submission.
  • Pricing and commitment of the service provider for the duration of the contract
  • Payment and billing terms
