POSITION SUMMARY

Under the Fiscal Policy Agency (FPA), Ministry of Finance, the Center for Climate Change Financing and Multilateral Policy serves as the National Designated Authority (NDA) Secretariat to implement the core functions of the NDA as focal point in Indonesia for Green Climate Fund (GCF). While the institutional set up of the NDA Secretariat has concluded, the NDA has limited implementation resources. Technical assistance to support the NDA capacity is required, which is currently served under GCF Readiness Project (“Readiness”). The position will be responsible for providing communication support including technical advice, operational support, coordination and other communication services to the NDA and the Readiness Team in Indonesia.

This position will report to the Sr. Investment Analyst (Readiness Project Manager) of the GGGI Indonesia and will work three days per week at the FPA office. On other days, the Sr. Assistant will work at the GGGI Jakarta office. S/he should be willing to travel.

PURPOSE

This position carries out technical and administrative work related to the communication activities of the GCF Readiness Project and supports the implementation of other deliverables of the Project with emphasis on communication support. The Candidate will create and manage graphic design for various communication products, support the development of contents for the NDA website, and help organize events and administration support under the Project.

ENGAGEMENT
  • Under direct supervision of Readiness Project Manager, coordinate communication tasks related to the Readiness Project with the NDA on a day-to-day basis.
  • Work and coordinate closely with the GGGI Indonesia and HQ communication team to ensure the appropriate use of branding and key messages across all media and materials produced by GGGI.
  • Closely collaborate and liaise with GGGI’s operations team to ensure GGGI’s rules and procedures are followed.
  • Advise the Readiness Project Manager on status of communication products and delivery schedule for the knowledge and communication products.
  • Work in a confidential capacity and operate independently using sound judgement and discretion in all decisions.

 

DELIVERY
  • Assist in covering events by taking photographs, recording interviews, and assisting with event visibility and communication strategies.
  • Create compelling communication products, including written content (press releases, event write ups, impact stories etc.), visuals (infographics, videos, gifts, etc.), and multimedia materials, to convey project achievements and impacts.
  • Support GGGI Indonesia communication team to ensure the consistent content update on digital platforms including GGGI’s social media channels for the project in Indonesia.
  • Support in development and implementation of communication plan by producing updated, inclusive communication products under guidance from GGGI HQ Communication Lead, which will include brochures, contents for NDA’s website, press releases, publications, video, op-ed, etc.
  • Assist preparation, execution, and post-evaluation of Readiness project events by preparing administrative support, co-organizing/co-facilitating events and activities, documenting/photographing the events and activities, and support event reporting and post-event evaluations.
  • In coordination with GGGI Indonesia communication team, assist the NDA in creating the NDA’s website contents and ensuring that the website contents is regularly updated. The contents should be approved by the Readiness Project Manager.
  • Update stakeholder database and track gender-based participation of stakeholders in Project events and activities.
  • Provide comprehensive and refined secretarial support to Readiness Project Manager including the handling of sensitive and confidential information ensuring discretion and  appropriate distribution.
  • Support the monitoring of ongoing activities and tasks for reporting purposes.
  • Uphold GGGI’s values.

 

QUALIFICATIONS
  • A minimum of bachelor’s degree in public relations, social sciences, communications Environmental Management, or other related fields.
  • Preferred at least2 years of relevant working experience, preferably in managing government relations or communication.
  • Knowledge and understanding of climate change issues in sustainable development.
  • Experience in data gathering and research.
  • Experience in conducting administrative and operational supports.
  • Self-motivated, detail-oriented individual with good organizational skills.
  • Excellent computer skills with experience in Microsoft Office and active usage of various social media.
  • Proven analytical and report writing skills are an advantage.

WORKING CONDITIONS
  • Sr. Communication Assistant is an X5 grade level in GGGI’s National salary scale. Determination of base salary is subject to candidate’s experience, academic background and internal equity.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.

BACKGROUND

Based in Seoul, Republic of Korea, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies and green investment projects that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

Currently, GGGI supports the Government of Indonesia (GoI) under the joint GoI-GGGI Green Growth Program (GGP, “the Program”). The Program aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (BAPPENAS), the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment and Forestry, PT Sarana Multi Infrastruktur (“PT SMI”) and others.

In September 2022, the Fiscal Policy Agency (FPA), Ministry of Finance, started this 3-year GCF Multiyear Readiness and Preparatory Support Program (“the Readiness Program”) to strengthen their role as the National Designated Authority (NDA) of Indonesia for the Green Climate Fund (GCF). The Readiness program is funded by the GCF. The Readiness program will help the NDA to enhance national actors’ institutional capacities to build a pipeline of climate change projects and to increase country ownership. The NDA has selected GGGI as the Readiness Delivery Partner to implement this Program on “Enhancing Indonesia’s Access to International Climate Finance and Private Sector Investments for Climate Actions”.

Overall, the Readiness Program aims to mobilize international climate finance and private sector investment to close the financing gap across the priority sectors identified by the Government of Indonesia. It consists of a range of activities with the objective of achieving five readiness outcomes:

  1. Direct access applicants and DAEs have established the capacity to meet and maintain the GCF accreditation standards, and accredited DAEs have the capacity to develop a pipeline of projects and effectively implement GCF-funded activities;
  2. Relevant country stakeholders have established adequate capacity, systems and networks to support the planning, programming and implementation of GCF-funded activities;
  3. Indonesia has developed or enhanced strategic frameworks to address policy gaps, improve sectoral expertise, and enhance enabling environments for GCF programming in low emission investment;
  4. Strategies for transforming and attracting private sector investment for low emissions and resilience developed and being used; and
  5. An increase in the number of quality project concept notes developed and submitted.
