Overview
Jhpiego is seeking a Sr. New Program Development (NPD) Manager (Temporary) to join the NPD Team. The Sr. New Program Development (NPD) Manager (Temporary) works together with NPD colleagues, country-based teams, technical and program staff to develop new programs and related partnerships in pursuit of funding Jhpiego’s mission.
With support from NPD leadership the Sr. New Program Development (NPD) Manager (Temporary) will take ultimate responsibility for the overall proposal effort, engaging as appropriate with proposal teams and their managers in early-stage identification, qualification and positioning for new program opportunities, especially more complex, highly competitive bids. This position will provide coordination, support and guidance through the lifecycle of moderate-to highly complex proposals involving partnering and recruitment, ensuring overall responsiveness and successful submission across all donors, whether prime or sub. The Sr. New Program Development (NPD) Manager (Temporary) will apply best practices and standard operating procedures to ensure proposal teams meet timelines and deliverables, escalating highly complex matters to supervisors and personnel in positions of authority as needed.
We seek an organized, rapid learner with excellent written and oral communication skills who is eager to translate and share knowledge while working with and through program technical and multi-disciplinary teams. The successful candidate will bring acumen working under pressure and completing quality deliverables which require managing multiple tasks within tight deadlines.
Responsibilities
Capture – Proposal Management
- Supports moderate complexity proposals with some support from the director.
- Applies bid-no bid and responsiveness frameworks to conduct complex analysis of opportunities through application of SOP’s, recommending enhancements where needed.
- Interprets and advises on established policies, procedures to proposal teams, integrating operational context to inform decisions and approaches.
- Provide strategic guidance to field leaders (Country Directors, Project Directors) and home office program and technical counterparts in positioning and capturing new program opportunities across all donors, including US Government, Foundation, Corporate, U.N., bilateral and other funding sources.
- Guide proposal team members on best practices in project and technical design utilizing theories of change or conceptual frameworks to ensure proposals are technically sound, responsive, capture achievements, incorporate win themes, evidence, lessons learned and innovative approaches.
- Executes frameworks to ensure proposal teams and products meet established scope, timelines and quality standards.
- Contributes or edits specific sections (non-technical) with minimal oversight.
- Analyzes situations and presents recommendations to resolve situation, including recommended remedial actions.
- Works with supervisor or portfolio managers to support country portfolio new program development needs.
- Exercises some judgment based on practical lessons.
Drafting/Writing/Design Facilitation
- Sources information and works with program and technical staff, drafts, edits and synthesizes proposal content in the format that will be most appealing to the donor (e.g. concept note, slide deck), including content for pitch ideas, corporate capability statements, past performance references, and other related content, assuring responsive to donor expectations.
- Periodically serve as lead writer for new funding opportunities working with teams composed of technical and program staff to produce a proposal that is cohesive, responsive to the donor, and compelling.
- Ssuggest/contribute to design approaches and execution and participating with design lead in design meetings.
- Advocate internally and across consortium partners, as appropriate, to assure designs, staffing and teaming reflect our best ideas.
- Facilitate and/or support conceptualization, creation and/or visualization of graphics within the technical narrative, in collaboration with design lead.
NPD Function Support & Enablement
- Work with program and clinical teams to identify and position new ideas and strategies that could attract donor support.
- Work closely with the country lead to map stakeholders and partners; work with the team to sustain meaningful relationship with each stakeholder.
- Identifies and tracks within NPD database potential procurements that are consistent with Jhpiego’s core competencies and strategic interests.
- Gathers, synthesizes and supports analysis of information about donors, partners and competitors; shares information through knowledge management (KM) systems, meetings, and events.
- Proactively suggest process improvements and supports tool and guidance refinement and/or development, working in tandem with NPD KM team.
- Support understanding of our competitive market using critical thinking skills to inform organizational strategy and positioning for future opportunities.
- Support strengthening the NPD Function at country level.
- Maintains updated information in Jhpiego’s internal-facing electronic platforms.
- Drafts, routes and tracks contractual documents.
- Retains existing proposal content, relevant donor feedback and program results to present in future proposals.
Required Qualifications
- Masters degree in public health, development studies, communications, business or commensurate professional experience.
- 5+ years of combined experience in proposal management (2+) and project implementation throughout the lifecycle with international donors.
- Successful experience developing and/or writing major sections for winning proposals.
- Demonstrated ability to effectively synthesize and organize others’ ideas into convincing narrative,
- Demonstrated success in securing funds from governments and/or other donors.
- In-depth understanding of major global health donors.
- Understanding of global health priorities, development approaches and technical interventions.
- Strong oral, written and presentation skills.
- Demonstrated ability to diplomatically manage external and internal relationships for multiple, concurrent initiatives/projects and/or proposals.
- Directly lead or support negotiations with partners, for example scopes of work and budget.
- Ability to deeply listen and quickly learn.
- Ability to draft concise and compelling concept/proposal narrative from technical and programmatic design inputs.
- Excellent written and verbal communication skills.
- Creatively design proposal development sessions with internal staff and external organizations, including local groups.
- Ability to manage ad-hoc teams.
- Ability to self-manage and prioritize in fast paced environment.
- Demonstrated analytical, organizational and decision-making skills.
- Ability to travel on short notice and work additional hours during peak times.
- Aware of and sensitive to working with diverse groups from different social, cultural and economic backgrounds.
- Strong English oral, written and presentation skills.
- Proficient in MS Office and online resources.

Preferred Qualifications
- Experience as lead writer, designer or facilitator of a complex public health proposal.
- Experience working in or with health systems in low-resource settings.
- Experience traveling independently in multiple African nations.
- Experience in external engagements, influencing, networking and working with the global health donor community.
- Ability to unlock teams stuck on tough design issues; positive, constructive problem solving; creative facilitation and learning methodologies.
- Understanding of implementation research methods.
- Training and adult learning principles.
- Proficiency in using data systems for collating and sharing project or business data.
- Experience with knowledge sharing and translation between internal or external stakeholders.
- Fluency, oral and written, in a second language French (most preferred), Portuguese or Spanish.
- Experience supervising consultants or interns.
The salary range for this Temporary role is expected to be hourly: $50.81 – $67.74.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
