Senior Program Management Analyst

This position requires an active Secret clearance.

The Senior Program Management Analyst will support program management of foreign assistance in support of the U.S. Strategy for Central America.

Compensation & Benefits:

Estimated Starting Salary Range for Senior Program Management Analyst: $179,508.60

Pay commensurate with experience.

Senior Program Management Analyst Responsibilities Include: 

The Senior Program Management Analyst is responsible for significant foreign policy coordination functions among multiple WHA offices, across multiple bureaus within the State Department, and across interagency stakeholders.

  • Coordinate policy, facilitate clearance and concurrence processes, prepare briefing materials, and represent the Bureau at working and policy-level interagency meetings on assistance, particularly for Central America, as assigned.
  • Conduct analyses and coordinate policy issues associated with USG assistance programs and initiatives, particularly for Central America with relevant WHA offices, USAID’s Bureau of Latin America and the Caribbean (LAC), INL, PM, PRM, and other functional bureaus with equities in Central America.
  • Represents the Department at inter- and intra-agency meetings, presenting agency views on issues.

Foreign Assistance Budget Planning, Tracking, and Coordination

  • Coordinates extensively with the Unit’s budget and planning officers and serves as a key advisor to the Deputy Director on the planning for and tracking of foreign assistance programming for Central America. 
  • Provides significant input into Central America-related programs for annual required Operational Plans and Performance Plans and Reports for the Office of U.S. Foreign Assistance Resources.  Maintains documentation and audit trails of past plans, policies, and decision-making activities to provide for organizational continuity.

Funds Tracking/Movement of Funds

  • Maintain status of funds/pipeline foreign assistance reports for the Central America Regional Security Initiative (CARSI) and/or assistance to Central America, or other WHA countries. 
  • Perform by-country reporting of obligations/expenditures for assistance to Central America, per Congressional requirements or at the request of the WHA Front Office or the interagency.

Program Planning and Execution 

  • Assist the Deputy Director in planning and executing foreign assistance programs. 
  • Provide senior-level administrative and management support services in one or more of the following functional areas: program analysis; program planning; management policy development and operational implementation; program operations; and/or other related areas. 
  • Manage any joint State-USAID selection process for assistance proposals submitted by the U.S. interagency in support of assistance to Central America. 
  • Maintain a superior working knowledge of federal and State Department-specific grant and interagency agreement regulations, policies, procedures, and roles and responsibilities. 

Congressional Reporting/Tracking

  • Draft, clear, and edit multiple fiscal years of Central America-specific, Congressionally required reports, including spend plans and Congressional Notifications for assistance. 
  • Provide briefings, both written and oral, to more senior WHA and interagency officials and Congressional staffers on outcome of meetings and on the status of Central America-related programs. 

Congressional Notifications (CN) and Pre-Obligation Requirements

  • Track Congressional holds on foreign assistance appropriated to WHA through bilateral or regional initiatives.
  • Coordinate, draft, and submit Congressionally required spend plans or other pre-obligation reports or documents in order to meet legal standards in annual appropriations.

Appropriations Legislation Tracking and Coordination 

  • Working with WHA/PPC/SRU budget and program officers, track relevant appropriations legislation concerning foreign assistance in Central America in particular.
  • Provide detailed charts and analyses on Congressional earmarking of Central America’s foreign assistance allocations in order to advise the WHA/FO, WHA/PPC leadership, USAID, F, INL and other critical stakeholders of the constraints or legislative requirements that program and policy offices must abide by to meet legal requirements.

Foreign Assistance Performance Monitoring

  • Along with the WHA/PPC/SRU Performance Management Officer, track program implementation effectiveness for Central America-related assistance.     
  • Compile and analyze complex interagency-provided and third-party data that assesses the performance of Central American governments and U.S. assistance implementers in support of Administration foreign policy goals. 
  • Use technological and web-based platforms to design, maintain, and update performance metrics for the policies, particularly as those metrics relate to meeting U.S. Congressional restrictions on assistance.     
  • Serve as one of WHA’s key Subject Matter Experts on performance management of large-scale interagency initiatives.

Senior Program Management Analyst Experience, Education, Skills, Abilities requested: 

  • Bachelor’s degree in international politics/foreign policy, social science, business administration, finance, or other related fields. 
  • Certification and training programs related to program management, federal financial accounting and/or budgeting, and appropriations law welcome.
  • Knowledge of WHA, INL, and other Bureau and Department goals, objectives, programs and relationships to provide expert analytical and advisory services that are responsive to the mission requirements of the organization.
  • Complete familiarity and knowledge of laws, regulations, policies and procedures governing United States Government financial allocations, executions, and accountability, for grants and interagency agreements, and/or other assistance instruments. 
  • Exceptional understanding of U.S. foreign assistance planning, budgeting, management, and monitoring.
  • Ability to communicate in English effectively both orally and in writing to provide presentations and recommendations, provide advice, defend proposals, write briefing papers and reports, conduct detailed analysis assessments/reports, and negotiate interagency agreements and Memorandums of Understanding (MOU), and be able to articulate Bureau and/or Departmental policy and priorities.
  • Working level knowledge of USG contracting policies and procedures as stipulated in the Federal Acquisition Regulations (FAR) and the Department of State Acquisitions Regulations (DOSR). 
  • Mastery in the use of the Microsoft Office Suite (Word, Excel, PowerPoint, and Access). 
  • Must pass pre-employment qualifications of Cherokee Federal
