The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

A core part of the Country Office Finance team, NRC seeks to hire an experienced finance professional as a Finance Coordinator to lead on accounting, financial management, and donor budgeting for new proposals and realignments and to manage all donor financial reporting.

As an Area Finance Coordinator, you will play a pivotal role in overseeing financial activities within a Syria’s area. Your responsibilities will include financial analysis, budgeting, reporting, and ensuring compliance with financial regulations and organizational policies. You will collaborate closely with various stakeholders, including department heads, managers, and finance teams, to support effective financial management and decision-making.

  1. Role and responsibilities

Generic responsibilities

  1. Implement NRC’s systems and procedures at area level.
  2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  3. Ensure proper filing of all support documents and require Finance team trainings.
  4. Manage the Finance team.
  5. Ensure that the accounting, monitoring and reporting are according to procedures.
  6. Support project staff in financial matters.
  7. Maintain budget control and monitor cash flow for the area.

Specific responsibilities

  1. Budget Management
  • Support on the elaboration of budget for new proposals, ensuring that budgeting tools are correctly used and support costs properly budgeted.
  • Closely monitor the budget utilization and the spending plans providing monthly Budget versus Actual summaries, budget variances analysis and recommendations.
  • Prepare accurate and timely financial reports, adhering to budgetary guidelines.
  • Work closely with stakeholders to adjust budgets as needed to align with changing business needs.
  • Elaborate, monitor and update the Master Support Budget, identifying funding gaps and allocation of costs, and being accountable for the optimization of support resources.
  1. Financial Compliance and Accountancy Management
  • Oversee accountancy management processes, including accounts payable, accounts receivable, and general ledger maintenance, to ensure the accuracy and integrity of financial data.
  • Verify purchase and payment requests up to the authorization limit.
  • Ensure effective cash flows, preparing forecast of expenditures and submitting monthly cash requests to the Country Office.
  • Lead on preparation and assistance on internal, donor and/or external audits and reviews, providing necessary documentation and support.
  1. Process Improvement
  • Provide financial guidance and support to stakeholders, including interpretation of financial reports and analysis
  • Build the capacity of the Finance team and provide training for non-financial staff.
  • Identify opportunities to streamline financial processes and improve efficiency.
  • Review and update Standard Operating Procedures in Finance if relevant changes in operations happen

Context/ Specific skills, knowledge and experience

  • Bachelor Degree in Accounting, Business and Administration or finance-related fields.
  • Proven experience in financial analysis, budgeting, and reporting, with external donor funding, preferably in NGO sector.
  • Experience of managing a Finance Department as an advantage.
  • Knowledge of Agresso Accounting System as an asset.
  • Advanced Microsoft Excel skills.
  • Excellent analytical skills with the ability to interpret financial data and trends.
  • Detail-oriented with a high level of accuracy and integrity.
  • Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.
  • Strong communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
