SRO – Protection from Violence (PfV) Project Coordinator

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

Protection from Violence is the Norwegian Refugee Council’s (NRC) newest core competency. It comprises our efforts to prevent violence, coercion and deliberate deprivation and services that we provide to individuals who mitigate the impact of violence when it does occur. The current protection programme includes Individual Protection Assistance (IPA), Protection Case Management and Civilian Self-Protection (CSP).

The PfV Project Coordinator will play a pivotal role in setting up and overseeing the day-to-day operations of the new protection from violence core competency within Syria’s Area Offices. Working closely with the Area Programme Manager (APM) and, and with technical support from the country office PfV Programme Development Manager (PDM), the coordinator leads the implementation of the PfV programme at the Area Office.

The coordinator will lead the project’s planning, implementation, and documentation following established guidelines, standard operation procedures (SoPs), and policies established by NRC at the country and area level.

Duties and responsibilities

Generic responsibilities:

  1. Line management of Protection from Violence project field staff
  2. Adherence to NRC policies, guidance and procedures.
  3. Contribute to Protection from Violence CC strategy development project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market-based programmes.
  4. Manage and implement a delegated portfolio of Protection from Violence projects (activities, budget and project documentation) in line with proposals, strategies and donor requirements and ensure high technical quality.
  5. Provide regular progress reports to the Project Manager (APM and PfV PDM if no PM in post).
  6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  7. Promote and share ideas for improvement and necessary changes in the activities.
  8. Ensure the capacity-building of project staff and transfer key skills.
  9. Liaise and collaborate with relevant local authorities and other key stakeholders.
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities:

  • Ensure timely and technically sound planning, implementation, and follow-up of civilian self-protection and Case management activities/projects, including ensuring timely and accurate development of procurement plans, recruitment plans, and spending plans; budget management for all PfV projects/portfolio implemented in the area, ensuring compliance and programmatic quality, and document lessons learned and best practices.
  • Maintain oversight and management of civilian self-protection services and Case Management in the assigned area, ensuring minimum programme standards (including Safe and Inclusive Programming) are met.
  • Maintain up-to-date work and expenditure plans in line with projects and budget documents, with support of the PM (APM and PfV PDM if no PM in post).
  • Lead on the recruitment and selection of high quality staff, oversee the activities of and provide direct supervision to PfV project staff; performance management of all direct reports; facilitate PfV staff capacity building and training; Ensure that staff implement and respect best practices and international standards in protection case management and Civilian self-protection.
  • Ensure that the PfV team adheres to local safety rules and safety SOPs and contributes contextual knowledge on safety matters as required by the Health, Safety, and Security Coordinator.
  • Establish strong working relationship and coordination with relevant (I)NGOs, clusters, working groups and targeted communities; Coordinate and collaborate with other CCs during project design and implementation; Support on development and use of internal and external referral mechanisms; Contribute to the development and strengthening of coordination mechanisms on area level, and represent NRC in relevant coordination meetings.
  • Any other duties agreed with the Area Programme Manager.

For Individual Response Services (IRS):

  • Lead on the training, mentoring and coaching of the IRS team on general protection case management and Individual Protection Assistance in line with NRC modalities and toolkit
  • Support the IRS team through technical support and guidance, including approval of case plans and cash and in-kind assistance sign-off.
  • Develop Field visit plans to ensure regular site visits for the implementation of IRS activities.

For Civilian Self-Protection

  • Lead on the rollout of Civilian Self-Protection activities and, if further funded during the period of employment, support the programme’s expansion.
  • Develop Field visit plans to ensure regular site visits for the implementation of CSP activities.

For Analysis, Monitoring and Advocacy:

  • Contribute to refining data collection, monitoring, and reporting tools
  • Monitor protection trends and produce analysis regarding protection risk, and engage with other protection actors in NES, including NRC protection teams at the area and country office levels, to assess protection risks related to the community.
  • Contribute in designing and implementing appropriate M&E system and tools for Protection from Violence programmes in order to measure quality programming and evaluate impact, cost-effectiveness and relevance of specific activities following key Case management and Civilian Self-Protection (CSP) guidance, including the NRC Prevention Framework, and to ensure that the PfV team are adhering to data protection policies and the database is compliant.

Qualifications

Generic professional competencies:

  • Experience: A minimum of 3 years of experience in senior Protection roles is required, preferably within Protection Case Management and Civilian Self-Protection in the humanitarian sector.
  • Education: A bachelor’s degree in a relevant field such as political science, social sciences, development studies, or something similar is preferred.
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English & Arabic, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Context-knowledge: Knowledge of the context in Syria and NRC activities in the region, NGO operations and the dynamics of the humanitarian sector is a plus
  • Sector Knowledge: Protection Case Management, Civilians’ self-protection (CSP) activities and programming, knowledge of data protection standards, and working experience with information data management (protection).
  • Sector Experience: Previous training in protection risk reduction and/or protection of civilians.
  • Skills: Excellent written and verbal communication skills. Solid interpersonal and teamwork skills; collaborative approach. Highly approachable, trustworthy and confidential.
  • Cultural Sensitivity: Understanding the local culture and customs and working effectively in a diverse environment.
  • Advantage: Experience in start-up projects for protection programming.
  • Relevant remote management experience
