The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.
The Risk and Compliance Officer is responsible for the day to day implementation of the support functions responsibilities. The position holder will be based in Amman.
Generic responsibilities:
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement delegated support function portfolio according to plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Promote and share ideas for improvement of the support function
Specific responsibilities:
- Conduct vouching checks for transactions in collaboration with relevant staff
- Assisting in monitoring compliance in the implementation of NRC’s policies, procedures, and controls through regular spot checks, field visits and in-depth reviews.
- Assisting in developing standard filing and referencing system which ensures that complete documentation exists for all transactions
- Assisting in monitoring action plans to implement recommendations made in internal and external audits and evaluations
- Assist and support the risk & compliance coordinator to prepare for audits
- Assist the R&C unit in conducting risk & compliance trainings to all staff (anti-corruption, SSD)
- Assist and support the risk & compliance coordinator in investigation cases by conducting desk reviews, documentation check, file management, updating trackers and any other requests as needed.
Generic professional competencies for this position:
- Experience from working as a Support Function Officer in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Some knowledge of English
Context related skills, knowledge and experience:
- Experience in working in compliance in the humanitarian/recovery contexts.
- Documented results in establishing and/or consolidating effective compliance systems.
- Minimum 2 years of experience in the INGO sector in the risk and compliance field.
- Conversant with INGO and NGO programming (i.e. shelter, education etc.).
- Knowledge about own leadership skills/profile.
- Advanced working knowledge of MS Office package.
- Bachelor degree relevant for the position or extensive experience in the compliance field within the INGO sector
