JOB PURPOSE

 

The Staff Counsellor will report to the Deputy Country Director. Key requirements of the position will be the ability to provide counseling support to WFP Staff and their immediate family members as well as offering training, workshops, and interventions to management and staff. This may involve speaking to large groups in public in-person and online. Frequent travel is required from the Staff Counsellor to support staff in locations Turkiye, at times on short notice based on operational needs, and also at times to remote and difficult locations to provide support to staff. 

ORGANIZATIONAL CONTEXT

 

Türkiye hosts the highest number of refugees in the world – 3.7 million people. Around 63,000 of the most vulnerable of them live in eight camps in the southeast, while the majority live in cities and villages throughout the country. The Government of Türkiye has demonstrated leadership and generosity in hosting this large number for close to a decade. Since June 2014, a temporary protection regime has granted Syrian refugees access to basic services such as healthcare and education. Asylum seekers from other countries continue to benefit from International Protection status. WFP re-established a presence in Türkiye in 2012, in response to the Syria crisis and transitioned its programmes from basic needs assistance to livelihoods support as the needs of the target population evolved over time. WFP Türkiye’s Country Strategic Plan (CSP 2023-2025) seeks to continue assisting refugees in camps, provide services to humanitarian and development partners, and implement sustainable livelihood programming to build the self-reliance of vulnerable Turks and refugees alike. The CSP has been revised to integrate the recovery efforts following the devastating earthquakes of February 2023, focusing on restoring and revitalising the food value chain in the earthquake-affected regions. 

KEY ACCOUNTABILITIES (not all-inclusive)

 

Within delegated authority and under the direct supervision of the Deputy Country Director  the incumbent will be responsible for the following duties:

  1. Provide culturally sensitive psychosocial support to individuals, groups of staff, and/or their immediate family members, to ensure staff are assisted in difficult situations and that comprehensive assessments and treatment plans are prepared.
  2. Provide active psychosocial support during emergencies and/or after critical incidents to ensure continued staff well-being.
  3. Actively engage with management and staff to establish relationships based on trust and respect.
  4. Support staff in their personal development by helping them make the best use of the available feedback mechanisms.
  5. Deliver workshops, trainings, and information sessions on a wide range of topics (e.g. Stress management, team-building, problem-solving, conflict resolution, etc.) to ensure that staff regularly receive relevant information, and are aware of sources where to find information or assistance.
  6. Contribute to the design of corporate policies and guidelines, design information booklets/materials to increase awareness of important themes, and promote staff welfare.
  7. Contribute towards the activities of the Wellness Support Volunteers (WSV) network and Wellness Committee.
  8. Prepare comprehensive reports, plan budgets for missions, training and plan and implement other staff counseling activities to ensure the provision of cohesive counseling services.
  9. Hold accountability for the maintenance of professional confidentiality at all times, practice ethics, actively engage with staff, listen to their concerns, and stay approachable.
  10. Travel regularly between Country and Field Offices in Turkiye 
  11. Other as required. 

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree (i.e. Master’s degree or higher) in Psychology, Psychiatry, Counselling, or other related field, or other relevant fields or First University degree in relevant field (i.e. Bachelor’s degree) with additional years of related work experience training/courses. Registration as a Psychologist, Psychiatrist, Counsellor, or equivalent in Turkiye is required. 

Experience: Three (3) or more years of postgraduate professional experience (after completion of Advanced University degree) in the field of mental health, preferably including experience working with UN or other humanitarian organizations, or, five (5) years or more after completion of First University degree.

Language: Fluency in both oral and written communication in Turkish and English. Fluency in Arabic is an advantage.

  • Ability to manage staff needs in crises that involve diverse actors and stakeholders.
  • Ability to identify clients’ needs and suggest appropriate solutions.
  • Excellent communication skills (oral, written, and presentation).
  • Conflict resolution and mediation skills.
  • Ability to communicate effectively with people of all genders and diverse national and cultural backgrounds.
  • Skills in designing and delivering training/information sessions on a number of subjects ability to adapt those to different audiences.
