The India Forest-PLUS 3.0 Activity, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech is currently accepting expressions of interest for a the Stakeholder Engagement and Outreach (SEO) Manager. This position will be located in the main Forest-PLUS 3.0 office in New Delhi, India.

Forest-PLUS 3.0 is a three-year program of USAID that will be implemented by Tetra Tech in India from Dec 2023 to Dec 2026. The purpose of the program is to provide technical assistance that supports the Government of India to strengthen sustainable, inclusive and data-driven management of forest landscapes. Forest-PLUS 3.0 will build on, scale up, and institutionalize at a national level the solutions developed and piloted by Forest-PLUS 2.0, which was implemented from Dec 2018 to Dec 2023, to support India’s forest-based climate mitigation commitments by: (1) improving the sustainable management and eco-restoration of forest landscapes through technological innovations; and (2) strengthening the institutional and enabling environment for inclusive and resilient forest ecosystems.

Position Description/Summary:

The SEO Manager will lead the engagement with the different stakeholders especially the forest departments in different states of India to scale up the technological innovations in forest landscape management developed under the Forest-PLUS 2.0 and 3.0 programs. The SEO Manager will manage the regional teams based in Forest-PLUS 3.0 regional offices to provide support to the state forest departments (SFDs) and other stakeholders in adopting and institutionalizing the solutions developed under the program. S/He will play a key role in the program by ensuring that the different stakeholders including women and marginalized groups are represented equitably in the development and implementation of program activities. The SEO Manager will be based at the Forest-PLUS 3.0 Office in New Delhi and will be required to frequently travel to different states of India especially the regional offices.

Responsibilities:

*Engage with the Forest Departments of different states and other stakeholders for the scaling up of technological innovations for forest landscape management

*Provide support in setting up the regional offices and the regional teams

*Oversee and supervise the regional teams based in different parts of the country to implement program activities

*With the support of the regional teams and other team members, engage with the community especially women and other marginalized groups to design, plan, and implement program activities

*Liaise with the technical leads and develop quarterly work plans, aligned with the program’s Annual Work Plan (AWP), for the regional offices and provide support to the MEL Specialist in monitoring the program implementation

*Participate in the development of the overall program strategy and the preparation of annual work plans, quarterly reports, annual reports and other technical reports.

*Support the Capacity Building and Training Specialist in developing the training plan and conducting training programs on Van system and other tools

*Work with the Communications and Knowledge Management Specialist to prepare success stories, case studies from the field, and knowledge products tailored to specific audiences in terms of format and content.

*Prepare reports on stakeholder analysis and engagements carried out by the project

*Conduct regular field visits to participate in program activities and interact with program partners, beneficiaries to gather relevant feedback for learning and adaptive management

*Develop scope of work as needed for consultants and subcontractors and manage subcontracts.

Qualifications

*Master’s degree in a relevant field, such as natural resource management (NRM), rural development, international development, management, public policy, or other related discipline and 8 years of relevant work experience

*Minimum of 6 years’ relevant professional experience in an international or national development organization, preferably for a USAID contract.

*Fully versed with paradigms and practices related to Diversity, Equity, and Inclusion (DEI), Gender Equality and Inclusion (GESI), Free and Prior Informed Consent (FPIC), and ILO 169.

*Familiar with USAID policies on gender and inclusive development

*Strong communication and interpersonal skills, ability to work with all levels and functions within the organization and program.

*Requires an ability to work independently and as part of a team.

*Demonstrated ability to remotely manage a multicultural team in diverse locations

*Highly organized individual able to pay close attention to detail.

*Self-driven and proactive with the ability to get work done with minimal day-to-day supervision

*Demonstrated ability to meet deadlines and effectively manage several major activities simultaneously

*Good understanding of the use of information technology in natural resources management sector

*Must be willing to travel across to the program states and other places as required

*Proficiency in English and Hindi required
