Org. Setting and Reporting
The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. The Human Resources Services Division (HRSD) provides dedicated services in support of human resources requirements of client entities, from process development through service delivery. The Division establishes and manages rosters across all job families, organizes testing and examinations, provides operational support and other advisory service for clients for the full spectrum of their delegated authorities, and supports managers and business partners in the use of non-staff personnel. The Programme Management and Business Analytics Section (PMBAS) is the project management office overseeing change management and process improvement within HRSD as well as providing project management support and quality assurance. It supports the performance framework with a focus on developing systems for monitoring and evaluation (such as dashboards and business intelligence tools) and benefits realization plans. PMBAS is also responsible for responding to oversight bodies as the Division focal point for audit, risk management, work planning, and training and capacity building programs, performing these functions in cooperation with others in DOS and DMSPC. This position is located in the Programme Management and Business Analytics Section (PMBAS) in the Human Resources Services Division (HRSD) of the Department of Operational Support (DOS). The Statistician will be responsible for ensuring that data is sourced from relevant enterprise resource planning systems, quality assured and made available for reporting and analysis. The Statistician reports to the Chief of Unit. The focus of this job is to ensure that HRSD has access to high quality HR information to enable data-driven analyses in support of decision-making processes, support strategy development, and manage strategy execution.
Responsibilities
Within delegated authority, the Statistician will be responsible for the following duties: Designs business intelligence and reporting solutions for strategic planning and performance evaluation, and for operational monitoring support by : • Actively participating in substantive servicing of HRSD, liaising closely with staff in other sections within HRSD with a view to strengthening the use of data and statistical and quantitative analysis in the area of human resources management. • Collecting, compiling, validating, and evaluating data from human resource management systems. • Designing and developing statistical models and data collection systems / data warehouses for business intelligence, including identifying, analyzing and interpreting trends or patterns in the available information, using data analytics and statistical methods. • Aligning reporting solutions with emerging strategic and operational direction. Participates in projects for enhancements to existing human resource management reporting systems by: • Providing feasibility studies, data analysis, design, development and implementation of new reporting solutions for human resource management systems. • Participating as a member of a development team with responsibility for the reporting, data warehousing and business intelligence components of human resource management systems. • Formulating and implementing statistical development projects in the field of human resources management, conducting background research, preparing documentation for organizing and servicing technical meetings. • Providing specialized advice on statistical and reporting implications of functional and data requirements of new human resource management systems and functionalities to users and management in analyzing process and data requirements and translating these into technical specifications for related business intelligence tools. Maintains statistical standards related to human resource management by: • Participating in the development or revision of standards for statistical concepts and data management definitions in the field of human resources management. • Assisting HRSD in applying suitable statistical definitions and methodologies; proposing alternative methods by which information can be processed more efficiently, effectively, reliably, and responsibly; proposing methods to establish data governance and ensure data quality. Supports management and end-users of human resource management system reporting tools in HRSD by: • Preparing draft technical documents and presentations for management, legislative and oversight bodies and other audiences, and assists in drafting relevant reports. • Developing training materials, including both administration and user manuals for reporting tools. • Training support staff and end-users in assigned systems, data collection programmes, data management, data governance and data quality. • Developing statistical glossaries and guides for the interpretation of statistical reports. • Providing guidance to new and junior staff engaged in business intelligence, data analytics and reporting.

Education
An Advanced university degree (Master’s degree or equivalent degree) in statistics, data science, information management, computer science, mathematics, economics, or related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in the collection, compilation, analysis and dissemination of statistical data or related area is required. Experience with data modelling for the purpose of reporting is required. Experience working with database query languages (structured query language or similar) is required Experience developing and applying data quality assurance methods and concepts is desirable. Experience working with data related to human resources management is desirable. Experience working with data analytics and visualization tools (Microsoft Power BI, SAP Business Objects / SAP Analytics Cloud, Tableau or similar) is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is desirable.
