Duties and Responsibilities

Background and Organisational Settings The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP is also the custodian for 25 indicators on oceans, fresh water, biodiversity, sustainable consumption and production, waste, and environmental policy to monitor the 2030 Agenda for Sustainable Development.

UNEP’s Early Warning and Assessment Division is the lead division for the Environment Under Review Sub-programme (SP-7) that aims at empowering stakeholders in their decision making with quality data and assessments made available on open platforms. Through this, the Early Warning and Assessment Division works to provide timely, scientifically credible, policy-relevant environmental assessments, data and information for decision-making and action planning for sustainable development.

It also spearheads UN-wide monitoring and reporting on the environmental dimension of the 2030 Agenda and SDGs.

This consultancy is located in the SDG and Environment Statistics Unit, Early Warning and Data Analytics Branch, Early Warning and Assessment Division. The key functions of the SDG and Environment Statistics Unit are: (1) to improve, provide and promote SDG indicator methodologies, environment statistics, accounts and analysis; (2) to fulfil UNEP’s international obligations as the custodian agency for 25 SDG indicators and as lead environmental agency in the UN System; (3) to provide coordinated and innovative support to countries on environment statistics, accounting and analysis; (4) to develop, and promote the use of innovative tools and methodologies for statistical analyses in the environmental field.

The objective of this consultancy is to develop a statistical guideline to support countries to calculate SDG indicator 17.7.1 “Total amount of funding for developing countries to promote the development, transfer, dissemination and diffusion of environmentally sound technologies”, which is under UNEP custodianship.

UNEP defines environmentally sound technologies (ESTs) as “technologies” that have the potential for significantly improved environmental performance relative to other technologies. ESTs protect the environment, are less polluting, use resources in a sustainable manner, recycle more of their wastes and products, and handle all residual wastes in a more environmentally acceptable way than the technologies for which they are substitutes.

ESTs include know-how, procedures, goods and services, and equipment, as well as organizational and managerial procedures for promoting environmental sustainability.

From a statistical point of view, ESTs can be considered as the environmental goods and services sector (EGSS), described in the System of Environmental-Economic Accounting Central Framework (SEEA CF). The EGSS consists of producers of all environmental goods and services. Thus, all products that are produced, designed and manufactured for purposes of environmental protection and resource management are within the scope of the EGSS.

This aligns with the intent of the EGSS to provide information on the extent to which the economy may become more environmentally friendly and resource efficient.

The types of environmental goods and services within the scope of the EGSS are environmental specific services, environmental sole-purpose products, adapted goods and environmental technologies. The expected statistical guideline should be based on the EGSS approach and include clear step-by-step recommendations for national statistical offices and other relevant agencies at the national level on what statistics and what data sources are needed to calculate SDG 17.7.1/EGSS indicators (such as production of environmental goods and services) and what actions should be taken during the calculation process.

The statistical guideline should also include annexes that list the codes for relevant international statistical classifications, such as the Central Product Classification, the Classification of Environmental Purposes, and other relevant classifications.

Specific tasks and responsibilities Under the supervision of the Head of the SDG and Environment Statistics Unit of the Early Warning and Data Analytics Branch of the Early Warning and Assessment Division of UNEP, the consultant will; – Develop a statistical guideline that will be based on EGSS approach and will include clear step-by-step recommendations for national statistical offices and other relevant agencies at the national level on what statistics, what data sources are needed to calculate SDG 17.7.1/EGSS indicators (such as production of environmental goods and services) and what actions should be taken during the calculation process.

The statistical guideline should also include annexes that list the codes for relevant international statistical classifications, such as the Central Product Classification, the Classification of Environmental Purposes, and other relevant classifications.

Qualifications/special skills

Master’s degree in economics or statistics is required.

Master’s degree in environmental science, data science, information science, or another related field is desirable. • At least 10 years of technical experience in Environmental-Economic Accounting at the national, regional or global level is required.

• Experience in the Environmental Goods and Services Sector is required. • Experience working with national statistical offices on data collection/reporting and capacity building in environment statistics is desirable.

Languages

English and French are the two working languages of the United Nations Secretariat.

For this consultancy, fluency in English (both oral and written) is required.
