Your team
Within the Network Management Directorate, the Infrastructure Division manages the European infrastructure deployment projects and programmes, and aims at making the SES digital sky a reality. It develops, organises and provides European common services including network support services, aeronautical information services and the radio frequency function.
Your role
Your role will be to:
Develop strategic recommendations on areas of improvements for the EUROCONTROL NM Infrastructure Division.
Contribute to the development of the NM and Agency infrastructure strategies, ensure, on behalf of the Head of Division, their implementation at division level and lead strategic initiatives and policy engagements with other institutions.
Lead and coordinate tasks at division level on behalf of Head of Division.
Contribute to the processes and activities of the Infrastructure Division management team.
Participate in the processes and activities of the Division management team, offering strategic insights.
Maintain a watch on strategic developments across the aviation industry and provide advice to the Head of Division, utilising in-depth understanding of global aviation trends and EU legal framework.
Explore new emerging domains, like Artificial Intelligence and the new space economy, that have the potential to facilitate and accelerate the Infrastructure Division plans.
Conduct as required risk assessments to identify potential new vulnerabilities and threats within the Division’s scope of activities.
Provide coordination and co-operate within the Infrastructure Division, NM, EUROCONTROL and external European stakeholders in particular with the EC, EASA, SDM, S3JU and international aviation stakeholders as required.
Support as required the development of policies in the Division, NM or at EUROCONTROL level.
Support any activity in the scope of the infrastructure portfolio upon request.
Communicate on transversal or specific emerging areas under his/her responsibilities in EUROCONTROL working arrangements and other international fora as requested.
Carry out any other task in line with the main purpose of the job
Completed university of 4 years in a relevant domain (e.g. ATM) or of 3 years plus 1 year of relevant working experience.

A minimum of 10 years’ relevant professional experience to perform the advertised responsibilities.
Experience in providing strategic advice to senior management.
Experience in strategic planning; experience in developing and implementing strategic plans.
Experience in public policy and regulatory affairs.
Proficiency in European ATM.

The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1 and acquire a basic knowledge of French at level A1 by the end of the probation period. The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
Internal candidates If selected, the person will keep their current type of appointment duration (undetermined or determined). The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
