The World Food Program (WFP) in Colombia supports the National Government through the Country Strategic Plan (CSP), in order to achieve the goals defined in Sustainable Development Goals 2 and 17, while contributing to other Goals aimed at achieving a more inclusive peace to leave no one behind. Additionally, it aligns with humanitarian, recovery, development and technical assistance priorities as necessary, and contributes to social inclusion and reintegration.

On the other hand, WFP contributes to the Government’s commitment to eradicate chronic malnutrition. That is why the WFP serves the food insecure and malnourished population in dispersed communities, especially those that have been marginalized for years. Special attention is paid to victims of violence, women, girls and boys, ethnic populations, migrant populations and, in general, populations with high social and economic vulnerability. Gender transformation and protection actions are emphasized in all activities.

The WFP works to achieve actions that contemplate the triple nexus: humanitarian, peace and development, particularly in the stabilization and consolidation processes of the territories focused on the Peace Agreement. To achieve its strategic objectives, the WFP manages and mobilizes resources and alliances with different partners and allies from the national government, the private sector, business and philanthropic foundations, donor governments, among others.

This position is located in the Colombia Country Office, in the city of Bogotá and reports directly to the National Partnerships and Reports Officer.

The position holder is responsible for the management, positioning, relationship and mobilization of resources with public and private sector entities, and accompanies the management with donors, ASNU, among others, to achieve the goals defined in the CSP in accordance with SDG 2. and 17.

MAIN RESPONSIBILITIES:

  • Implement the work plan agreed upon with the Alliances and Reporting Officer with the purpose of developing and strengthening quality alliances in support of WFP’s strategic objectives.
  • Proactively contribute to strengthening the alliance portfolio, including partner profiling and engagement activities, with the aim of maximizing resources and leveraging political and technical support for WFP’s work; support the visibility of partners and ensure that their conditions are met.
  • Explore innovative financing mechanisms, such as blended financing models , this could involve collaborating with financial institutions, impact investors and philanthropic organizations to co-finance projects, or implementing a payment-by-results approach to incentivize and reward partners based on of achieving predetermined results.
  • Promote triangular cooperation initiatives to leverage the experience and resources of traditional and non-traditional donors in solving food security and nutrition challenges in the country.
  • Use data and generate innovative ideas to expand support from existing and new partners, based on programmatic evaluation and context-specific analysis to improve the impact of WFP’s work and diversify the resource base.  
  • Solicit input, including operational updates, from other WFP units to inform partners about WFP’s programmatic offering; write quality reports and proactively highlight strategic issues to inform the best course of action and foster partnership growth.
  • Identify internal synergies within the WFP and with external partners for the writing and/or construction of proposals, concept notes, projects. This could involve organizing intersectoral coordination meetings, drafting documents, sharing information and resources between work teams, and identifying areas of complementarity and collaboration to maximize the impact of interventions.
  • Use internal and external information systems (e.g. Salesforce, WINGS, Grants 360, WFPGo), to support the effective positioning of WFP vis-à-vis national government, donor countries, the private sector and international financial institutions with the aim of strengthening the relationships.
  • Support the development of alliances and joint events with the national government, the private sector, civil society, intergovernmental organizations, and other agencies, funds and programs of the United Nations System to promote the SDGs and Zero Hunger on the national agenda and international and advance the priorities and objectives of the WFP.  
  • Support in the preparation of proposals, concept notes, agreements, joint strategies and memoranda of understanding in order to manage alliances, mobilize resources and contributions to ensure compliance with the objectives of the Country Strategic Plan

ADDITIONAL RESPONSIBILITIES:

  • Monitor the implementation of projects financed with contributions from donor countries in order to support compliance with established agreements and deliverables and the execution of contributions.
  • Maintain an updated monitoring and evaluation tool that allows measuring the impact of WFP interventions in Colombia. This would include support in the collection of relevant data, the design of performance indicators and the generation of regular reports to inform on the results achieved and facilitate evidence-based decision making.
  • Prepare periodic reports for donors on the status of management and execution of resources and projects.
  • Guide the Field Offices in the identification of opportunities for alliances and resources in the territories and the definition of agreements/agreements aligned with the priorities of the country strategy in Colombia.

QUALIFICATIONS AND MINIMUM EXPERIENCE:

Education:

  • Postgraduate degree (specialization or master’s degree) in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications, Government and Policy Studies or other relevant field, or professional degree (undergraduate) with two (2) years additional related work experience.

Experience:

  • Minimum eight (8) years of relevant professional experience in alliance management roles.
  • Experience in areas of international cooperation, public or government affairs or in multilateral organizations.
  • Experience in preparing project proposals.
  • Experience in preparing reports and reports using data analysis.
  • Experience with resource mobilization processes and negotiation of contract terms.
  • Experience using computers and office software packages (MS Word, Excel, etc.), database packages, and managing web-based management systems.
  • Previous experience in Humanitarian or Development contexts desirable.

Languages:

  • Fluency (level C) in English and Spanish
