The Financial Action Task Force (FATF) is an autonomous intergovernmental body responsible for developing and promoting policies for combating money laundering, terrorist financing and the financing of weapons of mass destruction. The FATF has 38 countries and two regional organisations as members. The FATF Secretariat is located at the OECD. 

The FATF Secretariat is seeking a professional to design, lead and implement the communications strategy and strengthen media relations for the FATF. The successful candidate will work under the supervision of the Head of the Executive Branch of the FATF.

Job Description

Main Responsibilities

  • Develop FATF’s Communications Strategy and manage and monitor implementation of the strategy to maximise the impact of FATF output and strengthen its reputation.
  • Develop and implement a public relations plan in line with FATF’s communications strategy, including a media contact strategy.
  • Provide strategic communications advice to the FATF President and senior management to maximise impact of the FATF key messages and to increase visibility of FATF work.
  • Take responsibility for strategic communications planning of key events or outputs to ensure effective and wide dissemination, taking into account the global news calendar, stakeholders’ expectations and anticipating media headlines and in close cooperation with the publications team.
  • Oversee and plan media handling strategies for new and developing projects, in consultation with others in the Secretariat, including project leaders, and implement these strategies, including key messages and Q & A.
  • Monitor media responses to ensure professionalism and message consistency.
  • Oversee the organization of media events, from conception to post-event follow-up, and develop media relations’ tools. Arrange press interviews and take responsibility for in-depth preparation of the interviewees, including, if necessary, “hostile questioning” exercises.
  • Identify training needs, develop and conduct specialized communications training for FATF staff and FATF leadership as required.
  • Engage with technical experts in the Secretariat to develop audience-focused materials aimed at non-experts.
  • Oversee the production of the FATF annual report, press releases and other promotional material, including drafting and ensuring a presentation in line with the FATF visual identity.
  • Conduct regular media monitoring and create reports for the management team per the most relevant criteria, as required. Share weekly media updates with the FATF membership.
  • Work closely with FATF Publications and IT staff to ensure consistent FATF communications.
  • Manage communications resources, including human and budgetary resources, as necessary.

 

    Qualifications

    Ideal Candidate Profile

    Academic Background

    • An advanced university degree in communications, journalism, public relations, marketing, or any other relevant field.
    • A good understanding of complex geo-economics-financial-political issues and strong analytical skills.

    Professional Background

    • Seven years of experience in communications and media relations.
    • Prior experience in an international organisation will be an asset; including understanding of the FATF’s substantive work, its role and impact on the integrity of the international financial system.
    • Experience in managing teams and stakeholder management.
    • Proven ability to undertake strategic communications planning and delivery.
    • Capacity to identify opportunities to increase the visibility of the Organisation.
    • Strong knowledge of online communication, collaboration and social media platforms and methodologies, and previous experience in designing and managing these platforms and evaluating their success.
    • Prior experience as a journalist is not required but may be an asset.

    Tools

    • Excellent knowledge of the tools and applications in use at the OECD to be able to lead, advise, and train external and internal stakeholders.

    Core Competencies

    • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

    Languages

    • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

    Contract Duration

    • Two-year fixed term appointment, with the possibility of renewal.

    • Depending on level of experience, monthly salary starts at 8,984 EUR, plus allowances based on eligibility, exempt of French income tax.

    Selection Process

    For retained candidates, written tests/video-recorded interviews are foreseen for the second half of June and panel interviews are planned for the end of July.
