About CARE International in Iraq
CARE began its operations in Iraq in 1991. After a hiatus from 2003 to 2014, it resumed activities with a focus on humanitarian response and development assistance for vulnerable displaced populations across multiple governorates. In 2022 CARE Iraq commenced the journey of transition from core humanitarian aid to a nexus and development approach, emphasizing equity and justice between women and men, as well as climate justice.
Recognizing Iraq’s climate vulnerability and the increasing trend of climate-induced displacement, CARE Iraq is expanding its efforts into the southern governorates of Thi Qar and Basra while maintaining its programming capacity in the north. This strategic shift broadens our impact beyond immediate relief to address long-term development needs, reinforcing our commitment to climate justice and the empowerment of women and girls.
CARE Iraq is officially registered with both the Kurdistan Regional Government and the Iraqi Federal Government. The organization operates from its main office in Erbil, with satellite offices in Duhok, Ninewa, Basra, and Baghdad, ensuring a widespread presence to support communities across the country.

About the Project
CARE Iraq, in partnership with Lotus Flower, is implementing an ECHO-funded protection project in Iraq that follows a nexus approach, bridging humanitarian aid, development, and stabilization. With the deactivation of the Protection Clusters in 2022, the country has transitioned from emergency response to long-term, sustainable solutions, requiring a shift in protection programming. Among other key activities, over the past two years, CARE Iraq has provided technical oversight and capacity-building support as part of this project, ensuring quality implementation.
This year, in response to evolving contractual obligations and the sector-wide shift toward durable solutions, CARE’s role has expanded to not only support but lead and strengthen technical coordination within relevant working groups at both local and national levels. This includes taking a proactive role in shaping strategic dialogue, providing thought leadership, and positioning CARE and its partners as key contributors to systemic change in protection and women’s empowerment efforts. As a result, CARE is now at the forefront of sector coordination and influence, promoting more sustainable and locally owned approaches to equity and justice between men and women in Iraq.
About You:
You are a strategic and forward-thinking professional with a strong grasp of the nexus approach and a clear understanding that Iraq has moved beyond traditional humanitarian frameworks. Since the deactivation of the Protection Clusters in 2022, the country has entered a new phase—one that demands stabilization and development-oriented responses. You are equipped to navigate this shift with confidence, reframing protection efforts in ways that align with government systems, localization goals, and long-term stabilization and sustainability.
You bring expertise in Training-of-Trainers (ToT) and have a demonstrated ability to lead capacity-strengthening efforts that go beyond standard UN interagency guidelines and standard humanitarian training packages. Rather than simply replicating emergency response models, you are ready to introduce new approaches, such as trauma-informed and context-adapted approaches that reflect Iraq’s evolving stabilization needs.
You thrive in roles that require high-level engagement with government actors and coordination bodies, not as a participant—but as a driver of collaboration and influence. You take initiative to fill coordination and leadership gaps left by phased-out protection actors, ensuring CARE and the project are not just present in the landscape, but proactively shaping and advancing protection efforts in Iraq’s current evolving context. You are someone who communicates with clarity and builds meaningful partnerships that elevate the project’s visibility and impact across the sector.
