JOB SUMMARY
The Strategic Partnerships Officer is instrumental in driving KOMIS’s growth by securing new projects and enhancing business development operations. This officer is involved in a wide range of business development activities, from opportunity identification through to project execution.
Key functions include:
- Business Development & Growth;
- Proposal Development & Bid Management;
- Consortium & Partnership Management;
- Framework Contracts & Project Management;
- Experts Sourcing;
- Donor & Stakeholder Engagement;
- Monitoring, Evaluation & Knowledge Management.
KEY RESPONSIBILITIES
- Business Development & Growth:
- Conduct structured desk analysis of programming documents, country strategies, indicative programmes and sector trends to inform go/no-go decisions;
- Contribute to strategic planning to align business development efforts with market trends and organisational goals;
- Identify and segment high-potential organisations within the European development cooperation ecosystem for partnership development.
- Proposal Development & Bid Management:
- Lead the preparation and coordination of comprehensive technical and financial proposals for EU-funded projects, framework contracts and multilateral donor assignments;
- Manage the end-to-end bid process: from expression of interest through submission, including compliance checks and quality review;
- Contribute technical content to methodologies, work plans and team composition sections (as/where appropriate).
- Consortium & Partnership Management:
- Prepare positioning documents, capability statements and strategic commercial materials;
- Coordinate inputs from consortium partners and external experts within submission timelines.
- Framework Contracts & Project Management:
- Coordinate the mobilisation of expertise under active framework contracts, ensuring a consistent and timely flow of project assignments;
- Collaborate with HR to identify and deploy the right profiles for incoming requests across sectors including policy analysis, project design, monitoring and evaluation;
- Support the effective implementation and quality assurance of initiatives delivered under framework contracts;
- Track FwC performance metrics and reporting deadlines to maintain compliance and visibility with contracting authorities;
- Undertake Project Manager tasks, as relevant, for projects/programmes managed by KOMIS.
- Experts Sourcing for Tender & Projects:
- Conduct targeted searches through internal databases, professional networks, online platforms and external sources;
- Screen CVs and assess expert profiles against technical, linguistic, geographical and administrative requirements;
- Contact experts to confirm interest and availability and collect the necessary supporting documentation;
- Ensure recruitment inputs, including CVs and related documents, are submitted accurately and within deadlines.
- Donor & Stakeholder Engagement:
- Participate in and prepare meetings with prospective and existing clients;
- Actively nurture and strengthen relationships within KOMIS’s ecosystem of institutional clients, consortium partners and key stakeholders. Partial use of Agent, to support task automation;
- Analyse, track and strategically develop existing accounts to maximise long-term collaboration opportunities. Partial use of Agent, to support analysis;
- Manage relationships with key donors and stakeholders to support business objectives and enhance KOMIS’s market positioning;
- Support account development in coordination with senior consultants and the technical team.
- Monitoring, Evaluation & Knowledge Management:
- Support Monitoring & Evaluation (M&E), performance measurement and knowledge management systems (KMS) to enhance organisational learning and effectiveness;
- Contribute to the development and effective use of marketing materials to effectively communicate the company’s value proposition;
- Monitor and update the company website on a regular basis, with new developments, including project references and relevant content.
QUALIFICATIONS AND SKILLS
- Master’s degree in International Relations, Political Science, European Studies, Development Studies, Economics, Business Administration, Public Administration, or a related field;
- At least 5 years of relevant professional experience in business development, bid management, project management, or consulting, ideally in the field of international development and/or EU-funded projects;
- Demonstrated experience in preparing and coordinating technical and financial proposals for EU-funded projects, framework contracts, and multilateral donor assignments;
- Good understanding of EU institutions, funding instruments, and procurement procedures;
- Strong business development and opportunity analysis skills, with the ability to identify relevant prospects and contribute strategically to pipeline development;
- Excellent proposal writing, bid coordination, and compliance management skills;
- Proven ability to coordinate internal teams, external experts, and consortium partners, and to manage contributions from multiple stakeholders in a structured and timely manner;
- Strong organisational and project management skills, with the ability to manage several priorities and deadlines simultaneously;
- Good financial awareness, including experience supporting budgets and financial proposals;
- Excellent written and spoken English; French is highly desirable, and Spanish is a strong asset;
- Excellent drafting, editing, communication, and relationship management skills;
- Analytical, detail-oriented, and solution-driven, with the ability to work both independently and collaboratively in a multicultural environment;
- Proficient in Microsoft Office, particularly Word, Excel, PowerPoint, and Outlook;
- Familiarity with AI-supported tools for research, drafting, knowledge management, and workflow efficiency is an asset;
- Interest in monitoring, evaluation, and knowledge management is an advantage.
