Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Philippines office will be working and implementing its new workplan with strong components on joint programming and coordination aligned to  the newly signed United Nations Philippines Sustainabile Development Cooperation Framework 2024 – 2028. The vision is to achieve gender equality and the empowerment of all women and girls and the full enjoyment of their human rights in the Philippines, aligned to the aspirations of the Philippine Development Plan and the UNSDCF. To accomplish this, we work with our partners across the Philippines to implement targeted programmes that support women, peace and security, women’s economic empowerment, women’s leadership and participation, ending violence against women, humanitarian/DRR and climate change issues. A focus on women’s empowerment, leadership and governance, challenging negative gender norms and leaving no one behind runs through PPO’s work and programme.

With the newly signed United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024-2028 for the UN Country Team (UNCT) in the Philippines, UN Women intends to mainstream GEWE across the three key outcomes on human capital development, sustainable and economy, climate action, environment and disaster resilience.  UN Women also has as one of its mandates, the advancement of UN system-wide Coordination to advance GEWE, including by leveraging with UN inter-agency mechanisms as co-Chair of the United Nations Gender Theme Group, Gender in Humanitarian Action, LNOB,  Monitoring and Evaluation Group, the Human Rights Taskforce, and the UNSDCF’s Result Groups.

For its implementation, it also hopes to ensure that efforts to advance the same align with the requirements of the UNCT System-wide Accountability Plan (UNCT SWAP) Gender Equality scorecard including in the development of the Joint Work Plans, joint programming, monitoring and reporting efforts and also in the financial investments towards advancing GEWE. Building UNCT capacities in line with these expectations, and in also supporting the UNCT in promoting an organizational culture that advances GEWE, are other key areas in which UN Women is required to play a lead role.    

Also, gender-responsive Results-Based Management (RBM) is one of the key strategies for impactful program implementation of UN Women at corporate, regional and country level. This has been reflecting in UN Women’s result management system which require an evident based report at multiple levels of result, including output, outcome, and impact. Documentation of good practices and lessons learnt of programme implementation is another significant element of UN Women’s result management system. This will contribute to learning, visibility and resource mobilization.

Under the overall guidance and direction of Philippines Country Programme Coordinator, the Policy, Planning and Coordination Analyst will be  responsible for providing analytical and technical support to the UN Women Philippines Office in engaging with the UNSDCF joint work planning, implementation, monitoring, reporting and evaluation by using UN System system-wide accountability frameworks to advance GEWE. Using a gender-lens, the PPC Analyst will also work with the Country Programme Coordinator and Programme Leads to support the application of UN Women’s corporate policies and procedures and tools (Results Management System, Quantum and Donor Agreement Management System (DAMS) on planning, implementation, monitoring and reporting and in developing and/or updating the office’s workplans and monitoring reports including donor reports. S/He will also support the Philippines Country Programme Coordinator in identifying and documenting case studies/good practices and lessons learnt, as per requirement of UN Women’s corporate policies and procedures. In addition, she/he will support Programme Leads to improve their monitoring and reporting efforts, to better collect data to capture gradual progress a as well as to better articulate the office’s achievements. 

The identification of partnerships at national, regional and local levels, as well as donors and resource mobilization opportunities, is equally critical.

Duties and Responsibilities

1. Provide support to Country Programme Coordinator on office strategic planning, and programme/project planning, monitoring and reporting processes for UN Women Philippines

  • Provide technical guidance on the development of systems, processes and mechanisms to support programme planning, implementation, monitoring and progress reporting, in line with RBM standards;
  • Provide technical support and coordinate the collection of inputs for all the programme work plan development, and periodic narrative progress and donor reports to ensure regular monitoring and reporting progress and donor reporting in line with UN Women policies and procedures;
  • Record and maintain documents on relevant programme activities, issues, and risks;
  • Ensure technical quality of workplans and reports, including joint UNSDCF reports for UN Women programmatic interventions, and their timely submission.

2.  Coordinate UN Women’s engagement with Result Groups under the UNSDCF of the UN in Philippines and contribute to the implementation and monitoring

  • Coordinate and maintain UN Women’s  engagement with UNSDCF Result Groups with the support of the programme leads/analysts to ensure that GEWE principles and standards are reflected in the implementation, monitoring, reporting  and evaluation of the UNSDCF, in line with the UN System-wide Action Plan to advance Gender Equality and the UNCT Gender Equality Marker ; 
  • Support coordination between the Gender Theme Group (GTG) and CF Result Groups to review progress of UNSDCF GEWE indicators and identify key barriers for data collection and reporting;
  • Support capacity building needs within the UNCT and support GTG to strengthen gender responsive monitoring and reporting of the UNSDCF through close collaboration with planning and coordination unit of UN Women Office in Asia and the Pacific. This includes provision of technical assistance, mentoring, training and capacity development initiatives, as needed;
  • Responsible for coordination among programme leads/analysts within UN Women Philippines Office to observe monitoring of UNSDCF gender indicators and to identify stakeholders and overseeing the day-to-day management and implementation of all projects and programmes.

3.  Monitor, report, and coordinate the support to advance programme implementation in Philippines

  • Gather and compile all information necessary to ensure effective monitoring and reporting of UN Women’s programmes and projects from the planning to the evaluation stages.
  • Coordinate the monitoring and reporting of the programmes/projects and conduct regular monitoring visits, as required;
  • Support Programme Leads to draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing narrative reports;
  • Support capacity building of UN Women’s partners in gender responsive RBM, in collaboration with the UN women regional office for Asia and the Pacific

4.  Provide technical support to the development of strategic partnerships and resource mobilization efforts

  • Provide support in managing activities and other promotional events to engage bilateral and multilateral institutions/ donors, private sector and civil society to expand and/or sustain interest and resources for UN Women programmes and joint UN system programmes;
  • Prepare background documents and analysis for the Country Programme Coordinator to forge and implement strategic partnerships to increase outreach on UN Women’s work in country;
  • Provide network and capacity development to partner Civil Society Organizations and other stakeholders, as necessary.

5.  Facilitate knowledge building and management and communication

  • Work with programme leads to collate and document the programme implementation process and products;        
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
  • Coordinate the organization of programme monitoring and evaluation which involves collaboration with other Programme Leads and relevant project partners, trainings, workshops and knowledge products.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in public administration, public policy, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years of progressively responsible experience at the national or international level in gender-responsive programming, coordination and monitoring / reporting of development projects/ programmes;
  • A minimum of 2 years of experience in development planning and policy formulation is required;
  • Experience with UN inter-agency or interorganizational collaboration in the development sector is strongly desirable;
  • Strong understanding of GEWE and gender-responsive RBM, monitoring and reporting is strongly desirable.

Language Requirements:

  • Fluency in English and Filipino is required;
  • Working knowledge of another official UN language (French, Arabic, Chinese, Russian or Spanish) is an asset.
