Strategic Programs – Technical Advisor CGP

The technical advisor is responsible for providing technical guidance to projects within an assigned entity or division, understanding and applying the principles, concepts, practices, and standards in a substantive technical area. Ensures the effective provision of expertise to support programs and provides other support in coordination with senior staff members.

Principal Duties/Job Responsibilities Job Functions and Responsibilities

Project Management

• Utilizes a robust understanding of subject matter expertise, trends, actors, or donors to contribute to the development and implementation of program theories of change, and activities. Contributes to thought leadership of ABA Center for Global Programs in their area of expertise in both internal and external conferences, workshops, publications, etc.

• Leads technical reviews of smaller-scale programs (<$1,000,000 or single-country/single partner programs), including identifying and managing a team of researchers or assessors in the completion of an assessment report or work product in accordance with organizational, USG, and other donor compliance policies.

• Incorporates evaluation or programmatic performance review in the work plan to ensure that outcomes at the intermediate and long-term levels are measured/assessed. Develops evaluation or research/ assessment terms of reference and participates in assessment or research in the substantive area of expertise. Contributes to or participates in evaluation process in their area of substantive expertise.

• Engages in sectoral or thematic area discussions at a national, regional, and global scale, providing insights on issues, solution and approaches, and general trends in support of ongoing programs.

• Maintains and, where needed, updates MEL plans, adjusting the plan to current context and conditions in a timely manner. Ensures MEL compliance in terms of process and achievement of targets.

Business Development

• Contributes to the development of program/project theory of change or logic model collaboratively within the Center for Global Programs and other ABA entities, where needed; and especially with implementing units. Develops theory of change/ logic models for new programs based on sound research and understanding of studies in the substantive area of expertise. Contributes to the development of program performance indicators, targets, and methods for proposals.

• Is aware of contacts within political and/or technical desks at the State Department, USAID, and other donor organizations, and manages liaisons with these contacts develop thought leadership to strategically position ABA Center for Global Programs within key priority areas of the donor community and with other implementers.

Other Tasks

• Provides support and guidance to MEL teams in the HQ and field-based offices in their area of expertise, as needed.

• Applies do no harm principles in the program/country of operations. Effectively implements safeguarding and risk management plans, informing program management units on areas of risk related to their technical expertise.

• Produces blogs and publication worthy material that build understanding on substantive or thematic areas, strengthening collective action and partnership and highlighting the work that Center for Global Programs does or has successfully completed.

• Collaborates with and leads communities of practice, discussion venues and events on substantive area of expertise to share learning and to build on collective efforts to address DRG issues and opportunities.

• Performs other related duties as required.

Required Education, Qualifications, Experience

• Bachelor’s degree and at least six (6) years of experience in one or more thematic areas to which the job is assigned, Or

• Juris Doctorate from an ABA-accredited law school or master’s degree and at least four (4) years of experience in one or more thematic areas to which the job is assigned. NOTE: If the law degree is from a non-U.S. law school, the degree may not be required to be from an ABA-accredited law school.

Preferred Education, Qualifications, Experience

• Specialized technical knowledge in relevant region/country.

• Previous work experience in international development sector.

• Experience of managing programs in relevant region/country.

• Interest in and commitment to rule of law, democracy and governance, human rights, gender equality and social inclusion.

• Excellent interpersonal skills and ability to work effectively with diverse groups of stakeholders.

• Strong research, writing, analytical, knowledge management, and communication skills.

• Effective time management and a strong ability to multi-task, adapt and manage competing priorities in a fast-paced environment.

• Advanced Microsoft Office Suite skills and familiarity with social media.

• Ability and willingness to be an effective team player.

• Supervisory experience.

• Fluency in written and spoken English.

• Language proficiency, if not fluency, in one or more other languages.
