To guide a shift towards sustainable recovery across the African continent, the African Union (AU) Heads of State and Government adopted in February 2022, the AU Green Recovery Action Plan (GRAP 2021-2027). The AU GRAP focuses on Five (5) key thematic areas: Climate Finance, Clean Energy, Nature Based Solutions, Sustainable Agriculture, and Green and Resilient Cities with a focus on Water and provides a framework for sustainable economic recovery from the pandemic. The development of the AU-GRAP took into consideration the African Union Strategy for Gender Equality and Women’s Empowerment (GEWE), which encompasses matters concerning economic empowerment, particularly ensuring that women’s voices are amplified, and their concerns are fully addressed through effective implementation of legislation and proper financing of gender equality work. This process also considered other regional protocols to ensure alignment with AU member states’ commitments.
In collaboration with the African Union Commission (AUC) and the African Capacity Building Foundation (ACBF), the Global Green Growth Institute (GGGI) will take a gender-responsive approach to help operationalize the GRAP through the Transformative Climate Finance Program (TCFP) funded by the Global Affairs Canada .
The TCFP is being piloted in 7 African Union Member States and 3 Regional Economic Communities (RECs). The TCFP will specifically target the challenges exacerbating the marginalization of women and youth in accessing climate finance. The implementation of the TCFP will be conducted in reference to the following three outcome areas:
The primary goal of this consultancy is to develop a comprehensive Gender-Responsive Roadmap that identifies innovative pathways for policymakers to effectively address the unique needs of marginalized communities, with a particular emphasis on women and youth. The deliverables are intended to foster a deep understanding of the distinct barriers and socioeconomic conditions affecting marginalized communities to access climate action spheres as well as identifying the entry points to promote inclusive and sustainable green growth initiatives.
The development and roll-out of the Gender-Responsive Roadmap is to help policymakers integrate gender equality, social safeguards, inclusivity, and environmental sustainability into climate policies and programs. This effort recognizes the critical role that inclusive policies play in fostering green growth and closing gender disparities; by recognizing the different knowledge and capacities of various social groups, particularly women, youth, and marginalized communities, in climate action initiatives.
The roadmap aims to facilitate a comprehensive and effective approach to green recovery by capturing key gender markers to support in tracking observable changes in gender-based attitudes, behaviors, practices, and policies; while addressing the compounded challenges of climate change through a lens that recognizes the unique needs and contributions of diverse groups.
Informed by an intersectional approach, the roadmap aims to equip policymakers with an innovative tool to help create inclusive policies and leverage the platform to address the intersecting impacts of climate change in an inclusive, safeguarded, and equitable way.
