Strengthening Risk Analysis in UNSDCF & HPCs

Result of Service
This consultancy will support the preparations and facilitation of joint analysis UN Sustainable Development Cooperation Framework (UNSDCF) and Humanitarian Programme Cycle (HPC) processes in 6-8 countries and help strengthen the analysis of disaster and climate risk in Common Country Assessments (CCAs) and Humanitarian Needs Overview (HNOs). The following deliverables are expected from the assignment: 1. Preparatory material for multi-dimensional risk analysis workshops (draft analysis, exercise modules, presentations); 2. Draft inputs to Common Country Assessment or HNO for each country; 3. An overview of useful quantitative datasets that can complement and enrich the qualitative multi-dimensional risk analysis. The deliverables should be presented so that they are understandable, useful and relevant for the above-listed audiences.

Duties and Responsibilities
Background: Established in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework, and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. In adopting the Sendai Framework for Disaster Risk Reduction 2015 – 2030 (Sendai Framework), the 2030 Agenda for Sustainable Development (2030 Agenda), the New Urban Agenda (NUA) and the Paris Agreement, Member States clearly identified the prevention of new risk, the reduction of existing risk, and the strengthening of resilience, as central to global efforts in realizing sustainable development pathways in the 21st century. Through the UN Plan of Action on Disaster Risk Reduction for Resilience, UNDRR also plays a leadership role in integrating disaster risk reduction (DRR) across the UN system and contributes to providing a bridge between development and humanitarian communities. Through the UN Plan of Action, the UN System commits to strengthen its joint ability ‘to effectively support national and local communities in early warning, preparedness, response and recovery’ (Result 2.2). Responsibilities: Under the supervision of UNDRR’s Global Risk Analysis and Reporting Section, and in close collaboration with the UNDRR Regional Office for Africa, the consultant will: • Support the preparations and tailoring of multi-dimensional risk analysis workshops or modules, including: a. adapting the workshop design to the specific country-context b. conducting secondary data review, including the identification of quantitative datasets c. pre-populating of workshop exercises d. preparing presentations • Support the drafting of the multi-dimensional risk analysis sections in Common Country Assessments (CCAs) or Humanitarian Needs Overviews (HNO). This may include contexts where no dedicated risk workshop is conducted; • Draw lessons learned from conducting the secondary data review for multi-dimensional risk analysis and advise on use of quantitative datasets.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in information systems, information technologies, computer science, disaster and emergency management, or related area is required. A first ­level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of five (5) years of progressively responsible experience in information management, working with data processing and database management is required. Experience in the design and development of data collection tools, data entry, processing, or analysis and visualization techniques is required. Experience with adaptation and processing of indicators and disaster risk reduction related data is desirable. Experience with analysis in humanitarian and development context, and working with international, intergovernmental, and governmental organizations in the region is desirable. Previous experience on development of risk analysis for UN-coordinated or other international organization planning processes is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English is required. Knowledge of French is desirable.
