The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions. This position is located in Beirut/Lebanon. The Stress Counsellor reports to the CISMS Chief of Section and works in close collaboration with the CISMS Regional Stress Counsellor for MENA. The DSS stress counsellor shall support personnel and eligible dependents from all UN entities as part of the DSS psychosocial response to the Israel/IOPT emergency. The stress counsellor will be part of the overall CISMS psychosocial support programme including assessing psychosocial needs of affected personnel, developing evidence-based stress management interventions, providing training related to psychosocial resilience building and stress management topics, pre-deployment briefings and post deployment counselling support, and stress counseling for personnel and dependents. Responsibilities
Within delegated authority the Stress Counsellor will be responsible for the following duties: • Assist in implementing a wide range of stress management activities, in line with the UN strategic framework on critical incident stress prevention and management. • Perform rapid psychosocial needs assessments and monitor the determinants of stress in UN personnel working in the affected countries. • Provide individual and group counselling sessions related to critical incidents and psychological trauma. • Conduct training sessions on resilience building, psychosocial emergency preparedness, stress management, coping mechanisms and other psychosocial well-being related subjects. • Provide referral advice to UN personnel and eligible dependents. • Liaise with local experts and institutions in the region for referral purposes. • Advise the supervisors and managers on culturally applicable and gender and diversity inclusive stress mitigating strategies, and activities. • Provide regular reports on all activities maintaining due confidentiality. • Carry out other tasks related to critical incident stress preparedness and management, as advised by the supervisor.

Education
An advanced university degree in clinical psychology or psychiatry (MD) is required. A first-level degree (bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
A license to practice as a Psychiatrist, Clinical Psychologist, or a Counselling Psychologist by a certified body in country (i.e., psychological council or medical council or equivalent) is required. UN certification in critical incident stress management or other equivalent national or international certifications is desirable.
Work Experience
A minimum of five years of progressively responsible experience (after the advanced university degree) in clinical psychology, psychiatry, or related fields is required. Experience in providing stress counselling within the United Nations system or any other similar international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of the duty station. For the position advertised, fluency in English (oral and written) is required; and fluency in Arabic is required. Knowledge of another United Nations official language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

United Nations Considerations
According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
