Study on the Employability of Vocational Graduates in the Agri-Food Sector in ASEAN

Scope of Work
The consultant/s of this study must cover the following aspects:
1. Conduct desk research related of the agri-food sector within the ASEAN region, including the needs for TVET graduates with digital skills and gather data on:

• The number of TVET graduates with digital skills needed applicable to the agri-food sector.

• The number of positions and vacancies for employees with digital skills in the agri-food sector
• % of employment fulfilment (demand vs. supply)

2. Propose at least five focus countries, including Cambodia, Lao PDR, and Vietnam for data collection and analysis based on the results of the desk research.
3. Identify the current strategies in the agri-food industry in ASEAN to fulfil the employment with digital skills need.
4. Collect the industry’s view of national TVET policies and the actual industry engagement with TVET institutions.

5. Identify countries across ASEAN with dedicated agencies responsible for inter-ministries cooperation to support TVET development and the industry’s view on it.

6. Identify existing TVET institutions in ASEAN with integrated digital skills curricula.
7. Identify TVET student’s/graduate’s interest to acquire transferable skills, such as digital skills.
8. Conduct a series of consultation meetings and/or focus group discussions (one of which must be offline/hybrid) gathering key stakeholders to obtain their input and enrich the findings. Key stakeholders must include at least representatives from:
a. Government/policy maker
b. Agri-food industry
c. TVET institution
d. TVET students/graduates
9. Present the draft study at the Policy Dialogue and Closing the Gaps Workshop.
10. Provide recommendations based on the study’s results.
11. Produce a final study report.
