Embrace this leadership role to perform engineering duties for the restoration of existing facilities and construction of new facilities for fish supplementation, water distribution, fish passage, wildlife viewing, marine and inland recreational water access, and general Department infrastructure facilities.
 
Be a central figure in the preparation of preliminary engineering designs, cost estimates, feasibility studies, final engineering designs, plans and specifications utilizing technical design and analysis skills in structural, hydraulic and environmental engineering for the design and construction of hydraulic structures to support the Department’s mission.
 
This is an opportunity to perform professional environmental engineering duties involving the protection of public health and/or the protection or restoration of existing facilities and construction of the environment.
 
What to Expect-
 
Among the varied range of responsibilities held within this role, this position will:
 
Supervision and Mentoring.

  • Supervises and mentors technical and professional level staff in order to support an effective, motivated team.
  • Sets goals and objectives, develops implementation strategies, and develops performance measurements and standards for the purpose of ensuring individual and program performance objectives are met.
  • Monitors and inspects work in progress to ensure continuity and timely completion of work.
  • Develops the Performance Development Plan (PDP) for each assigned employee within unit; creates or updates position descriptions; monitors and documents employee performance; provides on-going feedback regarding levels of performance and conducts timely and meaningful employee performance evaluations.
  • Manages personnel issues relating to staff conflicts, absenteeism, performance issues, etc. in a positive manner for the purpose of ensuring the efficient and effective functioning of the work unit.

Design/Manage Engineering Projects.

  • Prepares preliminary engineering designs, cost estimates, feasibility studies, final engineering designs, plans and specifications utilizing technical design and analysis skills in structural, hydraulic, and environmental engineering to support the Department’s mission.
  • Reviews and/or approves detailed engineering plans and specifications, site plans, engineering reports and/or operation and maintenance of environmental systems.
  • Develops and monitors project schedules and scopes of work.
  • Prepares, reviews, and negotiates with applicable parties for environmental permits, regulatory orders and environmental plans and monitoring programs for assigned program(s).

Manage Architectural/Engineering (A/E) and Public Works (PW) Contracts.

  • Administers and acts as the Department’s representative for A/E contracts for the design and implementation of capital improvement and restoration projects.
  • Prepares Requests for Qualifications, reviews Statements of Qualifications, coordinates and leads interviews of qualified design firms, and recommends most qualified firm for Chief Engineer’s approval.
  • Manages A/E Contracts and oversees the work of consultant designers.
  • Administers and acts as the Department’s representative for PW contracts for the construction of department projects.
  • Oversees preparation of final bid packages including final engineering plans, specifications, permits, cultural resource requirements, and other supplemental documents as required.

Create and Manage Budgets.

  • Develops and monitors project budgets.
  • Assists in budget implementation, forecasts, and administration.

Working Conditions:
Work setting: 80% office work, 20% field work.  Field work is conducted in all weather conditions.  Must be able to negotiate water in emergency situations.
 
Schedule: Typically, 8:00 AM – 4:30 PM, Monday – Friday.  Occasional long hours and/or weekend work required.
 
Travel requirements: Travel to field sites.
 
QUALIFICATIONS:
 
Required Qualifications:
Option 1:
A Master’s degree with major study in one of the following engineering fields: sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.
 
And
 
Possession of a valid Washington State Professional Engineering License.
 
Option 2:
An Engineer-In-Training Certificate OR a Bachelor’s degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field.
 
And
 
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington.
 
And
 
Five (5) years of experience in environmental engineering.
 
Please note:
A Ph.D. in one of the above engineering fields will substitute for two (2) years of the environmental engineering experience.
 
Requirements for registration as a Professional Engineer in the state of Washington are eight (8) years of professional experience (which may include up to four (4) years of college-level engineering education) and successful completion of sixteen (16) hours of professional licensing exams.  Applicants qualifying through the licensing equivalency option must achieve registration as a Professional Engineer in the state of Washington within six (6) months of appointment into this position.
 
For all of the above:
License:  Valid driver’s license.
 
Job knowledge:
Principles and Practices of Engineering: Environmental sanitation; design, construction and operation of air quality control, water supply, and treatment and sewage and industrial waste disposal systems; physical and biological sciences as related to engineering; methods and procedures in establishing and administering an engineering program; laws and regulations governing environmental issues.
 
Engineering: Evaluate technical engineering data and computations; develop designs involving engineering theory and judgment; plan, promote, and administer engineering projects; establish and maintain cooperative working relationships with public officials and community groups; write engineering reports and proposed legislation.
 
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:

  • On-the-job training beyond education requirements in a diverse work setting for at least five (5) years.
  • Knowledge of fish hatchery operations, fish behavior, fish passage and screening regulations, and Public Works contracting laws and regulations.
