This position is located in the Washington, DC Commuting Area, USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global HealthOffice of Professional Development and Management Suppor(GH/PDMS), at the U.S. Agency for International Development (USAID).

 

Duties

  • Supervise all personnel and provides technical direction for contractor personnel providing support to the team; provide administrative and technical supervision necessary for accomplishing the work of the unit.
  • Establish performance expectations; provide advice and counsel related to work and administrative matters; effect disciplinary measures as appropriate to the authority delegated in this area.
  • Advise on security processes; collaborate with the Agency Security unit on personnel security; consult with Management Bureau on administrative concerns/issues related to facilities and space management.
  • Train staff on procedures; implement best practices; arrange goal-setting sessions and quarterly retreats through coaching and mentoring; conduct continuing evaluations of work; evaluate and monitor administrative activities for improvements.
  • Establish goals, objectives, and long-range plans; improve overall operations; advise managers on administrative program areas; oversee analytical analysis of plan, policy, and program effectiveness; inform managers of potential problem areas.
  • Manage logistics workforce data; analyze logistics actions and requests; generate metrics for quality assurance/compliance, and reporting; evaluate effectiveness of processes and procedures; manage planning and budget for supplies and purchase cards.

  • Must be able to obtain and maintain a Secret Security clearance.
  • Time in grade must be met by the closing date of the vacancy announcement.

Specialized Experience:
GS-14: 
You must have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifying specialized experience at the next lower level for this position MUST include: a) Experience in developing and implementing administrative policies pertaining to support services operations; b) Identifying and resolving multiple issues that can cause work interruptions to administrative support staff operations; c) Experience preparing a variety of special analyses and reports on logistics support issues; and d) Experience developing systems and methods for tracking, managing, and reporting logistics.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position’s minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.
