This position is located in the USAID Annex, 500 D St SW, Washington, DC 20024 in the Bureau for Global Health, Bureau for Global Health, Office of Policy, Program and Planning, at the U.S. Agency for International Development (USAID).

Duties

  • Develops and maintains fiscal year planning budgets for GH for the Agency’s global health funding, integrating USAID/Washington, Department of State, and USAID Mission allocation decisions across a variety of health program areas.
  • Determines resource requirements and recommend resource allocations that are consistent with Congressional legislation, Administration, and Bureau requirements, and based on technical guidance, policy priorities, and program needs.
  • Develops and analyze detailed plans, strategies, and objectives for the long-range implementation of major agency health programs, and ensure the effective programming and efficient use of resources.
  • Prepares briefing materials, consultations, notifications, and reports to support the Bureau’s engagement with Congressional stakeholders on Global Health budget issues.
  • Develops, maintains, monitors, and uses financial and policy reporting systems and databases to conduct budget management and ensure policy compliance.
  • Identifies key policy issues and budget priorities, conduct a wide range of complex analyses, develop and evaluate alternative plans and strategies, and make definitive recommendations to management.

  • Must be able to obtain and maintain a security clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service.

  • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.
  • If you select to be considered under Merit Promotion requirements, you must meet the Time-in-Grade requirements before the closing date of this vacancy announcement.
  • These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
  • You may be required to serve a one year Supervisory probationary period.

Qualifications

Specialized Experience:

GS-14You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) Independently providing research, analysis and recommendations on complex matters affecting Independent Office-wide budget planning, programming and resource allocation; (b) Planning and leading the implementation Independent Office-wide budget or resource management exercises; (c) Representing a Independent Office or Agency on budget work groups or teams, advocating for priorities and briefing senior leadership orally and in writing on progress and recommendations; AND, (d) Advising on the use and/or development of administrative and/or financial data systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position’s minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
