This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI), Gender Equality and Women’s Empowerment Hub,at the U.S. Agency for International Development (USAID).

Duties

  • Supervises employees at GS-15/FS-1 level and below. Provides administrative and technical supervision. Performs human resource management functions with performance expectations clearly communicated through the employee performance management system.
  • Coordinates and directs the accomplishment of functions comprising the assigned mission of the Hub for planning and developing agency programs on gender equality and the empowerment of women and girls in all their diversity.
  • Designs and conducts a variety of comprehensive analyses of complex functions and processes related to program planning and management. Identifies and proposes solutions to management problems of major importance to planning program direction.
  • Directs the capture, reporting and analysis of statistical data relating to the Hubs’ operations and directs or performs special assessments or projects. Prepares and contributes to reports and other presentations on program planning and evaluation.
  • Plans and develops agency services programs, plans and procedures for gender objectives based on evidence and better practices. Analyzes and evaluates feasibility, practicality and effectiveness of standards, regulations, programs, and policies.
  • Manages technical activities that provide services efficiently and enable locally-driven solutions. Works on cross-functional project teams to ensure objectives are achieved. Reviews measurement results to determine if strategic plans are achieved.

  • Must be able to obtain and maintain a Secret Security clearance.
  • Males born after 12/31/1959, must be registered with the Selective Service.
  • You may be required to serve a one-year probationary period.
  • You may be required to serve a one-year supervisory probationary period
  • These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Specialized Experience:
GS-15: You must possess a minimum of one year of full-time experience (52 weeks or 2,087 hours) in a role of similar complexity and responsibility to a position at the GS-14 grade level. An HR Specialist will prorate experience if the candidate has worked part-time in similar positions. Non-federal service can be used to meet the specialized experience requirement. Your resume must demonstrate experience: a) Managing programs related to gender equality in line with federal laws, organizational policies, or industry standards; b) Creating short-term or long-term strategies for gender equality that align with the organization’s goals in collaboration with various stakeholders; c) Advocating for resources and support needed to achieve gender equality goals and strategies; d) Leading a team towards achieving both technical and operational gender equality goals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
