This position is located in the Washington, DC Commuting Area, USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Global Health, Office of HIV/AIDS, Priority Populations, Integration and Rights Divisio(GH/OHA/PPIR), at the U.S. Agency for International Development (USAID).

 

Duties

  • Serves as the Supervisory Gender and Sexual Diversity (GSD) Branch Chief and lead Agency expert on GSD, providing technical leadership and management oversight to advance gender equality, prevent and respond to gender-based violence programs.
  • Serves as an agency expert providing technical leadership on gender and HIV, including gender and the HIV Clinical Cascade, gender-related barriers to access to pre-exposure prophylaxis (PrEP), intimate partner violence and index testing.
  • Develops GSD guidance for use by Missions, interagency teams, non-governmental organization staff, host-country officials, and at headquarters to ensure project implementation is consistent with President’s Emergency Plan for AIDS Relief priorities.
  • Reviews and contributes to the latest substantive thinking and literature in gender and GSD and HIV/AIDS programming and relates such findings and knowledge to policies and programs of USAID and President’s Emergency Plan for AIDS Relief (PEPFAR).
  • Supervises the GSD Branch of four professional staff performing work at the GS-14 levels. Provide administrative and technical supervision necessary for accomplishing the work of the Branch and performs human resources management functions.

  • Must be able to obtain and maintain a Secret security clearance.
  • Males born after 12/31/1959, must be registered with the Selective Service.
  • You may be required to serve a one-year probationary period.
  • You may be required to serve a one-year supervisory probationary period
  • These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

SPECIALIZED EXPERIENCE:
GS-14: You MUST have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) Providing management and technical supervision for a team of employees who lead international development or health programming; b) Guiding strategic direction for gender equality, gender-based violence, and HIV programs in low- to middle-income countries; c) Developing policies, strategies, and plans for HIV/AIDS or health programming for global scale-up; AND d) Managing projects on HIV/AIDS or health programming focused on client-centered approaches and HIV outcomes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

SELECTIVE PLACEMENT FACTOR: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to – and essential for – satisfactory performance of the job).
