Supply and Logistics Manager

The incumbent will work under the direct supervision of the Supply and Logistics Manager for the SoP Country Office (CO) and in close collaboration with Programs and Operations, the MENA Regional Office (RO) and Supply Division (SD). He/She will oversee a complex emergency response supply operation including the supply planning process with the programme, offshore procurement with supply division, local procurement within Egypt and regional procurement from other countries e.g., Jordan, receipt, and consolidation of supplies in Egypt and onward delivery to Gaza through the Rafah Crossing (and other borders as feasible), in coordination with the humanitarian teams on the ground in Gaza.

He/She will ensure the smooth flow of supplies for the emergency response and be the interface between UNICEF and other stakeholders in the supply chain such as the Egypt Red Crescent, Local transportation, and warehousing service providers, OCHA, the Logistics cluster and other UN agencies.

Key Responsibilities and Tasks

The position is based in Cairo with a focus covering:

Management of the logistics hub team and operations

  • Establish the terms of reference and workplan for the hub logistics team; determine priorities/targets and performance measurements and monitor work progress to ensure that results are achieved according to schedule and performance standards.
  • Supervise and coach the hub logistics section staff, ensure timely performance management of staff and with RO and SD continuously build capacity of individuals and the team.
  • Ensure establishment and maintenance of operational capacity to handle the emergency supply chain, including staffing (appropriate staffing structure, timely recruitment, clarity of roles and responsibilities) and contracting of third-party services if applicable (e.g., customs clearance, warehousing, transport, distribution)

Implementation of the SoP emergency response supply and logistic strategy for Gaza

  • Ensure the emergency response supply and logistics strategy is kept updated in line with the evolving situation on the ground.
  • In collaboration with SD, RO, SoP, and Egypt COs ensure appropriate and timely planning, sales order execution and logistics infrastructure is in place for an effective supply operation and a steady continuous flow of supplies into Gaza based on needs identified by the humanitarian team on the ground.
  • Oversee the warehouse and logistics operation at Al Arish and Rafah, including coordination with the Egypt Red Crescent.
  • Liaise with Programme and Operations to map supply risks and mitigating actions and define appropriate supply strategies.
  • Ensure a mechanism is in place for supply monitoring and contribute to the preparation of supply status reports required for monitoring programme implementation, donor reports, budget reviews, programme analysis, appeals, etc.

Representation, Collaboration and Partnerships

  • Build and sustain close working partnerships with SOP CO programme sections, Egypt CO, regional office, supply division, UN sister agencies, government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation.
  • In collaboration with Egypt CO, act as the main UNICEF supply chain focal point with the national authorities in Egypt including the Egypt Red Crescent who are coordinating the flow of all humanitarian supplies through Egypt.
  • Represent UNICEF and act as a focal point and contribute to all interagency forums established for the State of Palestine (SoP) emergency response based in Egypt including OCHA-led interagency coordination and the Logistics Cluster.
  • Actively engage with other UN agencies e.g., UNWRA, WFP, WHO etc. where it makes sense to collaborate, advocate on common issues or streamline the supply operations.
  • In coordination and collaboration with the SoP Supply and Logistics Manager and Emergency Coordinator, contribute to SoP, Egypt CO and regional advocacy and communication as relates to supply and logistics.
  • In coordination and collaboration with the SoP Supply & Logistics Manager and Emergency Coordinator, contribute to SoP Resource Mobilization efforts (as related to S&L).

Innovation, Products and Markets

  • Contribute to pilots and support the actual roll-out of new products and services, in close collaboration with Supply Division.
  • Promote critical thinking, innovative approaches, and good practices on supply chain management within the organization as well as with externals to ensure effective and efficient supply chains for children.
  • Further to analysis of supply spend and related procurement strategies, run initiatives to ensure local market development where relevant.

To qualify as an advocate for every child you will have:

Education:

  • Advanced university degree in Business Administration, Management, Economics, Engineering, Social Sciences, International Development, Supply Chain Management, Contract/commercial Law, or specialization in directly related areas including accredited courses in supply, logistics, purchasing or contracting and/or systems development.
  • A first level university degree (Bachelor’s) in a relevant technical field (as identified above), in conjunction with ten (10) years of relevant work experience in supply, logistics, procurement, contracting, administration and/or other directly-related technical field, may be taken in lieu of an advanced university degree.

Experience:

  • A minimum of Eight (8) years of relevant professional work experience. International work experience in supply, logistics, purchasing, contracting, organizational development and systems strengthening and/or other related fields.
  • Work experience in emergency duty station is considered highly desirable.

Language Requirement:

  • Fluency in English is required. Knowledge of Arabic is an asset.
