How can you make a difference? 

Under the general guidance of the Chief of Supply and Logistics in Afghanistan CO, the Supply Chains specialist is expected to be responsible for the supply chain management for the WB/ADB Health projects including the planning, procurement, logistics coordination – customs clearance, warehousing, in-country transport and distribution of the pharmaceutical and medical products., Coordinates with the forecasting, monitoring, warehousing, and distribution teams, NGOs, and Supply Division to ensure timely placement and delivery of HER Health supplies.  Provides oversight on the quality of procurement conducted locally with respect to regulatory/quality requirements, product acceptability, and delivery performance.  Undertakes/supports capacity development of NGOs on procurement, m-supply, and logistics management The incumbent supports management collaboration with programmes in defining supply interventions to meet programmatic needs and achieve results for children, and provides technical and advisory support to governments, national systems and partners on supply chain management.

Summary of key functions/accountabilities:

1. Management of the supply team:

  • Prepare the annual work plan for the Supply team; determine priorities/targets and performance measurements and monitor work progress to ensure that results are achieved according to schedule and performance standards.

2. Supply Chain service delivery and emergency response:

  • In consultation with the supervisor, provide input to the Country Programme Action Planning and advice on Supply requirements for the Plan of Operations and Annual Work Plans. Ensure appropriate planning, implementation, monitoring, and evaluation of the supply chain operations, including establishment of performance indicators, and assessment of fit for purpose of products and services.

3. Collaboration with programme and implementing partners:

  • In collaboration with the supervisor, develop close collaboration with programme sections through involvement in programme design, planning, and preparation for the implementation of supply components as well as monitoring and evaluation. Establish an accountability framework with programmes, for the delivery of results for children.

4. Technical, advisory support to partners/government/national systems:

  • Promote/drive supply chain strengthening and change management initiatives with governments and partners, to ensure efficient and effective supply chains for children.

Minimum requirements:

  • An advanced university degree (master’s or higher) is required in Business Administration, Management, Economics, Supply Chain Management, Procurement, Contract/Commercial Law Pharmaceutical Science, health, or related social science field
  • A first University Degree (bachelor’s degree) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five (5) years of relevant experience in supply, logistics, procurement, contracting, and/or other directly related technical fields is required at the national and international levels.
  • Health supply chain management experience in pharmaceutical procurement or procurement of vaccines, medical supplies and other health commodities is an advantage.
  • Understanding of development and humanitarian work is an asset
  • Fluency in English is required. Knowledge of a local language is an asset.
