UNICEF Supply Division, based in Copenhagen, has an opportunity for a dedicated professional with a proven record of working with governments to draft policies and implementation plans and execute national supply chain/health system strengthening efforts in low and middle-income country contexts. How can you make a difference?

The incumbent will use his/her technical knowledge and specialized experience to drive the implementation of tools and structured approaches to analyse and solve national supply chain problems within governments’ Health Systems Strengthening agendas and relevant to UNICEF programmes, specialized UN agencies, governments, institutions, and non-governmental organizations in nutrition, health in general, WASH and Education. The incumbent will be instrumental in Implementation Capacity within the Supply Chain, Strengthening Centre (SCSC) and within UNICEF’s Health System Strengthening Approach; UN reform and defining UNICEF’s comparative advantages in the donor and development partner landscape; and visioning the way forward which guides partners’ and UNICEF’s Work.

Main Duties/Responsibilities:

Working in close collaboration with UNICEF country and regional offices and both Supply Division (SD) and Programme Group (PG), you will:

  1. Lead and drive the implementation of guidance in support of a common vision with governments, UN, bilateral, civil society, private sector, donors and implementing partners on supply chain system strengthening as part of health systems and humanitarian development continuum, specifically defining and capitalizing upon UNICEF’s comparative advantages regarding supply chain strategy development; in-country supply chain coordination and strengthening in-country capacities for implementation, monitoring and evaluation
  2. Support governments [via UNICEF country and regional offices] to draft supply chain strategies and implementation plans; support countries to convene supply chain partners [via country offices as needed] and define evidence-informed supply chain interventions, and support efforts to define UNICEF’s in-country comparative advantages to implement national supply chain strategies.
  3. Support the effective delivery of the UNICEF AfricaCDC JAP to inform continental supply chain strategy development and implementation in routine and emergency contexts. In close collaboration with Africa CDC, SD, PG, and UNICEF AU offices in Addis Ababa, serve as project lead for the development of a Supply Chain Continental profile whose primary objective of this project is to create a publicly available detailed public health and emergency supply chain continental profile report and dashboard for African Union member states. Coordinate the work also in relation to Africa’s CDC Supply Chain Management and Warehouse Strategies.
  4. Support, in close collaboration with UNICEF SCS Center, the digitalization agenda of countries and Africa CDC by mapping supply/health digital investments, contributing to the implementation of the government-owned traceability solutions and GS1-labelling standards leading to reduced risk of falsification in legitimate supply chains and assisting with the roll-out of LMIS solutions within Africa CDC and beyond
  5. Conduct supply chain assessments via UNICEF regional and/or country offices and in collaboration with UNICEF SD, RO, PG and WHO, and other partners. Coordinate Access Coverage Evaluation (ACE) and Supply Chain Maturity Model deployments in selected geographies in line with the 2024 – 2025 implementation plans and in close collaboration with Regional SCSS counterparts.
  6. Support supply chain improvement roadmap development implementation via UNICEF regional offices by provision of technical support and supervising staff to implement guidance, tools, and technical support on UNICEF’s comparative advantages in supply chain leadership and workforce development approaches; define supply chain leadership gaps; and identify the fundamental causes of supply chain workforce performance challenges.
  7. Coordinate Donor engagements, review funding utilization, monitor progress, update donor reports and engage in donor discussions specifically for BHA/ USAID, FCDO etc.
  8. Support the development of policy proposals and position papers, contribute to donor reporting, case studies and other documents for internal and external use;
  9. Provide guidance to implementation the outposted team unit as needed

Minimum requirements:

Education:

  • An advanced university degree (Masters or higher) in supply chain management, health systems, engineering, public health, pharmacy, or another related field.
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Work Experience:

  • A minimum of eight (8) years of relevant professional experience in experience in health system workforce capacity building, with at least four years being in low- middle-income (implementing) countries and in relation to supply chain
  • Technical knowledge of supply chain workforce, procurement, and supply chain operations is required.

Language Requirements:

  • Fluency in English is required. Knowledge of another official UN language, especially French or Portuguese, is an asset. (Other UN languages: Arabic, Chinese, Russian, or Spanish).

Desirables:

  • Experience in humanitarian assistance and development programmes and a mix of field and headquarters postings are an asset.
    Knowledge of private sector supply chains, including supply chain workforce capacity-building strategies and experience as an asset
  • Developing country work experience and familiarity with emergencies is considered an asset.
