POSITION SUMMARY:

The Supply Chain Officer will be responsible for working on the purchasing processes including different thresholds (Direct, Simplified Acquisition, and Tendering), and making sure that all the works are fully compliant with Blumont and donor’s rules and regulations, S/He will be responsible for coordinating with the related department until receiving/implementing the items/projects, and carrying out various supply chain monitoring and coordination functions including Driver’s contracts, Payments, and Warehousing.

KEY AREAS OF ACCOUNTABLITY

  • Ensure the Procurement and Logistics actions are compliant with policies and procedures by providing all the relevant information and required documentations etc. in Iraq coordination with program staff and the technical dot.
  • Apply Blumont’s anti-corruption/fraud policy to all procurement and Logistics actions.
  • Ensure proper supporting documentation and tracking procedures are applied to all procurement transactions.
  • As part of Blumont’s dual mandate, the Supply Chain Officer will participate in emergency preparedness activities and be ready to respond in the event of an emergency, as required.
  • Supply Chain Management: Ensures that the procurement and logistics policies and procedures, under Blumont’s and donor’s guidelines, where applicable, are adhered to.
  • Review the required documents for bidding including the PR, Bills of Quantities, General and Special Conditions, Terms of Payment, Scope of Works, etc to ensure accuracy, completion, and consistency of the procurement request package.
  • Working on the Purchasing processes including (Direct, Logistics and tendering thresholds) from receiving the Purchase Request until signing the contract and following up on the signed contracts until delivery of the items or implementing the projects.
  • Coordinate with Northeast Syria Team and follow up with the supply chain field works including the warehousing, drivers, and direct purchases.
  • Conducting Meetings with the vendor when required.
  • Conduct regular market assessments to evaluate the availability, quality, and pricing of goods and services and to maintain a roster of qualified vendors.
  • Ensure confidentiality, integrity and Anti-Fraud policies and procedures are adhered to before, during and after procurement and Logistics actions are completed.
  • Provide quality weekly/ monthly/quarterly procurement and Logistics reports to the Procurement Management, and Program staff.
  • Ensure that the emergency response plans are in place, Procurement and Logistics staff are trained accordingly.
  • Tracking/renewing the driver’s contract and follow up their performance through the Program and field team.
  • Supervision of hiring drivers on the ground. and making sure the field team sticks with the SOPs.  
  • Performs any other related tasks as requested by the Supply Chain Management.
  • He/She advises the program about the most efficient and effective mode of transportation and packaging of the merchandise.
  • He/She contributes to planning and eventually supervises the shipment and delivery of materials/equipment up to their destination.
  • He/She coordinates with the Supply Chain department in NES offices for the shipment of merchandise coming from abroad and supervises the potential process.
  • He/She guarantees the management and monitoring of Shipment.
  • Build the capacity of Procurement and project staff in their understanding of quality Procurement and adherence to procedures under senior supply chain coordinator supervision.
  • Ensure that the team are motivated, encouraged to suggest new ideas, and are performing well.
  • Prepare and ensure the timely submission of payment packages, including reviewing supporting documentation for accuracy and completeness.
  • Any other duties as assigned by the supervisor.

Qualifications & Preferred Skills

Education:

     •  Bachelor’s degree in administration or any equivalent is desirable.

 

Experience:

  • Minimum of 1 year working experience as Supply Chain Officer with NGOs.
  • Experience in working in an international environment and in liaising with a variety of partners at all levels of the hierarchy. 

 

Skills/Competencies:

  • At least one year of relevant work experience, including experience with a Companies or international NGO managing Logistics & Procurement tasks.
  • Experience with Procurement, logistics and subcontracts in an insecure environment; and aware about the USAID or other donors’ policy.
  • Knowledge of basic operating procedures in high-risk environments.
  • Strong communication skills: Advance in English & Arabic required of spoken and written.
  • Good experience in the usage of computers and office software packages (MS Word, Excel, etc.).
  • Proved experience in the Humanitarian Aid System is desirable.
