The Supply Chain Officer (Procurement) is responsible for procurement of programme goods, services and works and supporting improvements in procurement functions. The position reports on procurement information to the Supply Chain Team Leader of Dolow regularly.
This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support to base operations.
Responsibilities: 
  • Ensuring all Procurement Processes are in line with DRC Operations Handbook
  • In Collaboration with the Supply Chain Specialist Procure, all materials and equipment ordered by the projects in a cost-effective and transparent manner in line with DRC and donor specific policies.
  • Oversight of all Purchase and Service Contracts to ensure DRC’s interests are protected.
  • Develop, Maintain and Update all relevant Databases.
  • Prepare and Distribute Periodic (Weekly and Monthly) Status reports as required
  • Constantly search the market for new suppliers that may provide better service or value for money for DRC.
  • Participate and facilitate pre-qualification process regularly to update Supplier data base
  • Assist in the strategic sourcing for frequently purchased items to ensure framework agreements with the suppliers and service providers are in place.
  • Ensure procurement files are accurate and records are in compliance to DRC and donor procurement policies, filing system is properly established, maintained as per DRC E-filing, and accessible whenever required.
  • Support in ensuring purchased assets is registered in the inventory database and liaise with the Assets department.
  • Prepare and submit payments of suppliers to finance on a timely manner.
  • Correctly Apply ERP Supply Chain Processes.
  • Conduct duties in accordance with DRC Somalia programme Standard Operating Procedures (SOPs).
  • Conduct duties in accordance with DRC Code of Conduct.
  • Any other duties allocated by the line manager.
Education, Experience and technical competencies is Essential:
  • University degree in Logistics, Business Administration, Economics, Engineering Management or similar
  • Certificate in Humanitarian Logistics and/or Procurement would be an advantage
  • Minimum 2 years of experience in procurement with NGOs
  • Understanding of the local market, local legislation related to contracts, suppliers, contractors and customs clearance, business registration requirements and tax regulations.
  • Understanding of the procurement rules and regulations of major international donors.
  • Very good skills MS Word, Excel, Outlook, Power point
  • Very good interpersonal and team skills.
  • Knowledge of procurement principles and contract management.
  • Commitment to humanitarian principles and values.
  • Commitment to and understanding of DRC’s aims, values and principles. 
Languages:
  • Fluency in written and spoken Somali & English.
