Purpose of the Job:

The Supply Chain Officer (TA) position, under the overall guidance and direction of Chief of Health and Nutrition (P4) with matrix management of Supply and Procurement Officer (NOB), aims to provide technical guidance and support to Government of Cambodia to strengthen national health supply chain and procurement systems, with a focus on improving the quality of care for women and children and strengthening the immunization supply chain: 

I:  PHC Supply Chain Systems Strengthening: The officer will support the Ministry of Health (MOH) in developing strategies, guidelines, and tools to strengthen the primary health care supply chain, including development of a 5-year supply chain roadmap and management plan based on assessment and monitoring and evaluation tool. The officer will facilitate multi-stakeholder coordination for health supplies procurement, delivery and management. The officer will play a role in the management of Procurement Services transactions in close coordination with relevant colleagues in UNICEF Cambodia and Supply Division in Copenhagen and working closely with technical counterparts in relevant ministries and key partners.

II.  Immunization Supply Chain System Strengthening: To further strengthen the immunization supply chain, the officer will support various initiatives funded by Gavi HSS3 and UNICEF, including establishing Vaccine Logistics Management Information Systems, implementing Sustainable Cold Chain Equipment Maintenance Systems, deploying real-time temperature monitoring device systems through the Cold Chain Optimization Platform CCEOP-2, solarizing hard-to-reach health facilities through photovoltaic electrification, and improving the healthcare waste management system.  

Key Functions, Accountabilities and Related Duties/Tasks: 

The Officer will provide technical support to Supply and Health/Nutrition and EPI teams, in partnership with counterparts and partners with a focus on: 

A:  Programme Planning Development and Management:

  • Collaborate and support the MoH in planning of assessments, strategic plans and guidelines for supply chain systems strengthening, particularly for key commodities for reproductive, maternal, newborn, and child health, Immunization, and nutrition as part of the primary health care package.
  • Contribute to formulate recommendations and development of improvements plans /roadmaps.
  • Enhance effective sectoral planning, coordination, development and management for procurement and supply chain by leading, guiding, coordinating, and supporting timely completion of the situational analysis on procurement and supply chain and periodic reviews and updates through analysis and finalization of sectoral input.
  • Provide technical assistance in developing Procurement Supply Chain Management (PSCM) sectoral workplans to government and implementing partners and UNICEF workplans.
  • Contribute to budget management activities, including monthly budget reviews, quarterly budgeting and procurement planning to ensure progress of programme is tracked and remedial actions are followed up.

B:  System Strengthening – Capacity Building, Innovation, and Knowledge Management:

  • Provide technical support to carry out supply chain assessments across targeted health programs.
  • Support Government in establishing functional supply chain coordination mechanism for primary health care and RMNCAH&N commodities.
  • Support with using evidence-generated for effective supply chain decision making.
  • Assess opportunity and provide technical guidance to deploy and implement effective supply chain systems strengthening tools, including the Maturity Model assessment, TrVSt, system design, suitable to Cambodian Context.
  • Support development of Supply Chain Strategic Plan for government of Cambodia, based on findings from assessments.
  • Lead and contribute to development of policies, procedures and guidelines for innovation and best practices on system strengthening to ensure sustainability, optimum efficiency and efficacy in PSCM for commodity security.
  • Support technical capacity gaps analysis, identification of training needs and disseminating technical training to government counterpart and IPS.
  • Provide technical support in the capacity building of health institutions infrastructure and equipment.
  • Strengthening supply chain management information systems such as the electronic Logistics Management Information Systems for Cambodia – working closely with partners such as WHO and CHAI to set up the eLMIS system for Cambodia.
  • Support the forecasting, procurement, delivery and management of cold chain equipment. Support implementation of Sustainable Cold Chain Equipment Maintenance Systems to maintain integrity of vaccines during transportation and storage. Coordinate UNICEF’s support to MoH in the solarization of 31 HFs, and in deployment of sustainable healthcare waste management system.
  • Develop learning reports/briefs/papers for internal and external use about UNICEF’s role and contribution to strengthening national health supply chains for primary health care.

C:  Timely Procurement of Health and Nutrition Supplies (Procurement Services):

  • Provide support and guidance to ensure that Government and partner requests for procurement Services (Health, Nutrition) are clear and complete with the required details, including distribution plans and schedules. Ensure Government agreements/Memorandum of Understandings, including for any amendments, is always obtained in written for all procurements.
  • In relation to the procurement of drugs on behalf of Government, ensure that each drug brought into Cambodia is registered by the Cambodia Regulatory Authority (unless Government authorizes an exception in writing).Ensure all pharmaceuticals received  Certificate of Analysis for each batch supplied.
  • Coordinate development of applications to Nutrition Match Window, as applicable, Support the Government of Cambodia in the development of relevant Transition Plans to ensure sustainable supply of therapeutic nutrition commodities in country, covering aspects related to entire supply chain. Explore avenues to increase local production of relevant commodities, in coordination with Supply Division, EAPRO and national stakeholders.
  • In close collaboration with government, programmes and SD, ensure coordination and monitoring of overall PS transactions, including beyond point of entry; facilitate an efficient and effective PS workflow and resolution of any bottlenecks, gaps or other in-country issues associated with any PS transaction.
  • Ensure project coordination for procurement of services, equipment or infrastructure initiatives managed under the Procurement Service modality, including liaising with stakeholders, monitoring progress and addressing any bottleneck that may hamper successful completion of the project.
  • Contribute to SD Workshops and any other special events relevant to Procurement Services. Provides training on PS as required, particularly with regards to transaction management.
  • Supporting, monitoring, and following up relevant ministries for fund transfer processes for annual procurement of routine vaccines.
  • Serve as an ad hoc resource for providing PS-related support to other neighboring countries in the region such as Vietnam and Laos as needed and in consultation with Regional Office.

D:  Programme Management, Monitoring and Delivery of Results:

  • Participate in strategic PSM evaluation and review exercises and sectoral planning and reviews meetings with Government counterparts and implementing partners.
  • Preparation and submission of implementation updates and quarterly/annual reports for PSCM.
  • Document implementation progress, results, best practices, and lessons in health and nutrition supply chain management.
  • Working with UNICEF Health team, support the annual forecasting exercises.
  • Join end user monitoring of national supplies system with counterparts.

E:   Advocacy, Networking and Partnerships: 

  • Develop and maintain partnership and collaborative relations with Government, the UN, and bilateral counterparts in system strengthening activities.
  • Facilitate sector and partner coordination on health supply chain issues, using existing TWGs and mechanisms.
  • Coordinate and work closely with key stakeholders in resuscitating and ensuring functionality of the sector technical working groups on procurement and supply chain management of health commodities.
  • In liaison with Communications and other sections, prepare materials for office programme advocacy, promote awareness, establish partnerships and support fund raising for programmes for PSCM.

To qualify as an advocate for every child you will have

Education: 

  • A university degree is required in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field and field relevant to technical assistance in immunization Supplies, Cold Chain, and Logistics.

Experience: 

  • A minimum of two years of relevant experience at the national and international levels, (more years of experience is an asset) in supply, logistics, procurement, contracting, administration, and/or other directly related technical fields is required.
  • Health supply chain management experience is an advantage.
  • Experience in designing and implementing health commodities procurement and supply chain management systems including experience in health commodity forecasting and planning, development of guidelines, pharmaceutical regulatory affairs, quality assurance as well as health equipment and infrastructure procurement and establishment an asset.
  • Experience in developing national strategic plans, guidelines and tools on supply chain and procurement in the health sector is an asset.
  • Experience in capacity building on supply systems strengthening required.
  • Hands-on experience in liaising with major donors involved in procurement and, especially relative to the provision of technical support and to represent organization in related technical working groups is an asset.
  • Experience working in a developing country is a strong asset.
  • Experience in an international setting is an asset.

 Expected technical knowledge and skills: 

  • Knowledge of national supply chain systems strengthening programmes in developing context required.
  • Knowledge and experience in managing pharmaceutical supply chain required.
  • Technical skills in procurement strategies, supply chain programme development and planning required.
  • Proven networking and partnership building skills are an asset.

Language: 

  • Fluency in English (verbal and written) required.  Knowledge of another official UN language or local language is an asset.
