II. Organizational Context and Purpose for the job
Background:
UNICEF works around the world, including in some of the hardest-to-reach places, to help children grow up healthy and happy. UNICEF supports primary health care, especially at the community level, to help achieve universal health coverage. UNICEF helps countries develop resilient health systems that can withstand crises, and provide frontline support in places affected by conflicts, natural disasters, migration, urbanization, and political and economic instability.
As the conflict in Sudan continues, children are bearing the biggest brunt. Millions have fled their homes and are displaced in the country and across the borders. Currently, 50 per cent of the total population – more than 24.7 million people, almost 14 million of whom are children, are in need of humanitarian assistance. Children have endured months of uncertainty, trauma and violence. The current situation in Sudan is a deepening children’s crisis, severely putting at risk the future of the country and heavily affecting the wider region.
UNICEF as a key partner to the Federal Ministry of Health is implementing a Sudan Health Assistance and Response to Emergencies (SHARE) project funded by World Bank International Development Assistance (IDA). SHARE is a joint project implemented by UNICEF and WHO to ensure provision of health and nutrition services in Sudan.
Purpose:
Under guidance of Supply and Logistics Manager (P4) the incumbency is responsible for planning, distribution and end of users monitoring of all program supplies funded by the World Bank. The incumbent supports management collaboration with programme teams at Country office and Field offices (FOs) in defining health, WASH, learning and nutrition supply interventions to meet programmatic needs and achieve results for children, and provides technical and advisory support to governments, national systems and partners on supply chain management. Supply chain operations include situational analysis with understanding epidemiology of diseases, policies, planning for commodity supply, quantification and good understanding of mortality and morbidity data, procurement, contracting, customs clearance, warehousing, in country transportation and distribution, as well as inventory reporting of supplies in warehousing and monitoring last mile distribution for quality assurance of all commodities before consumption, generation of data on consumption patterns to manage pipeline management and procurement.

Planning and supply forecast
Support to planning and supply forecast exercises conducted by SCO Health, WASH and Nutrition section and FOs for various health, WASH and nutrition supplies, or products, services and works, provision of technical advice and guidance as related to bidding processes, troubleshooting and risk mitigation in complex cases including close coordination and collaboration with Supply and Logistics section. Technical support to ensure CO supply plans including Procurement Services (PS) plans are developed and aligned with annual workplans, including in emergency.
Supply chain service delivery and emergency response
Monitor and analyze supply utilization and distribution until end users and support Health, WASH and Nutrition in developing supply strategies based on category; supply dashboards for health and nutrition related supplies, implementation rates of key performance indicators and supply information/data from various systems and conduct root cause analysis of supply chain bottlenecks and challenges
Develop SOPs for in-country health and nutrition supplies allocations and distribution, introduction/operationalization of Supply chain tracking tools, establish implementation of monitoring mechanisms.
Participate in emergency coordination, implementation and monitoring; establish close collaboration with Logistics Cluster/National Logistics Working/Supply Chain Coordination Group.
Collaboration with programme and implementing partners
Provide supply input to donor dialogue, and support development of supply components of proposals to donors including budgeting and use of innovative financing mechanisms for supplies, services and construction works.
Technical and advisory support to government/national systems
Promote/drive supply chain strengthening and change management with governments and partners, support to preparation of national immunization and or health, WASH and nutrition supply chains to accommodate vaccines, medicines, RUTF, RUSF, micronutrients, LLINS, essential medical products and water and sanitation/treatment supplies.
Support to Governments/national systems in development and implementation of market shaping mechanisms for quantification and forecasting of demand for new vaccines, including new, cost-effective cold-chain equipment, medicines, diagnostic tools.
Innovation, products and markets
- Contribute to pilots and support innovation management in supply chain and or products and services, in close collaboration with Supply Division.

VI. Recruitment Qualifications
Education: An advanced university degree is required in Health and Nutrition, social service and Supply Chain Management, Logistics, Contract/Commercial Law, International
Development, public health or related social science field with a valid relevant professional certification is required.
And advanced degree Business Administration, Management, Economics is an asset.
Experience: A minimum of five (5) years of relevant experience, at the national and international levels, in supply, logistics, procurement, contracting, and/or other directly related technical fields is required.
Understanding of development and humanitarian work.
Emergencies experience an advantage.
Health related supply chain management experience an advantage.
Language Requirements: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish).
