The Supply Officer (Procurement Services) will report to Deputy Representative Programme.

Sh/he will provide technical and operational support and is responsible for managing both the Procurement Services (PS) and Supply systems strengthening portfolios in the country as well as in strengthening the project management capacity to run different procurement projects in the health, WASH and other sectors.

How can you make a difference? 

1. Management of Supply, Procurement and Logistics

  • Monitor and manage inventory levels to ensure adequate supply without overstocking.
  • Implement and maintain inventory control systems.
  • Collaborate with programme team to forecast demand and ensure timely availability of materials.
  • Analyze historical data and market trends to predict future needs.
  • Ensure proper storage conditions and handling of materials to prevent damage or loss.
  • To explore options for warehouse space and layout for efficient storage and retrieval.
  • Identify, evaluate, and select suppliers based on quality, cost, and reliability.
  • Develop and maintain relationships with key suppliers to ensure timely delivery and quality of goods/services.
  • Identify cost-saving opportunities and implement strategies to reduce expenses.
  • Arrange transportation and logistics for the distribution of goods.
  • Coordinate with logistics service providers to ensure timely and efficient delivery.
  • Monitor and manage transportation costs and logistics performance.
  • Analyze logistics processes and identify areas for improvement.
  • Implement and manage logistics strategies to enhance efficiency and reduce costs.
  • Prepare and present regular reports on supply chain performance, including key metrics and areas for improvement.
  • Conduct analysis to identify cost-saving opportunities and efficiency improvements.

2. Transactional support

  • Manages ongoing and new Procurement Services (PS) transactions in collaboration with programme sections and UNICEF Supply Division (SD).
  • Monitors overall PS transactions and facilitates an efficient and effective PS workflow, by addressing the bottlenecks and gaps and improving the processes, in close coordination with SD and national counterparts.
  • Ensures project coordination for infrastructure initiative managed under the Procurement Service modality, including liaising with different stakeholders, monitoring progress and addressing any bottleneck that may hamper successful completion of the project
  • Contributes to SD Workshops and any other special events relevant to Procurement Services. Provides training on PS as required, particularly with regards to transaction management.

3. Technical assistance and supply system strengthening

  • Contributes to national vaccine forecasting exercises, taking into consideration current stock levels, shipments in pipeline, introduction of new vaccines, etc.
  • Works with MoH EPI department in strengthening the monitoring of vaccine stock monitoring, reordering and distribution to lower levels in the supply chain.
  • Participates in relevant national Technical Working Groups, Committees and other taskforces or advisory bodies on supply chain management for health commodities.
  • Provides advice and facilitates training on links and synergies for Cold Chain logistics and Vaccine Management with the procurement and supply management of routine immunization and, where appropriate, other essential health commodities.
  • Supports vaccine management assessments to identify gaps in supply management and cold

4. Partnerships and customer service

  • In coordination with Supply Division, manages PS Key Accounts as well as complex and large requests and projects.
  • Develops and maintains a framework for the identification, planning and implementation of procurement services projects. Ensures appropriate linkage of the PS engagement with Country Programme results frameworks and workplans.
  • Liaises with UNICEF programme staff on PS issues relevant to their areas of work and introduces PS to their government counterparts as needed.
  • Coordinates the development of new operational frameworks (e.g. Memorandum of Understanding – MoU) for procurement services, or the amendment of existing ones, in close collaboration with Supply Division, government and other concerned parties.
  • Prepares materials for response to media and public inquiries, information and questions on all aspects of Procurement Services in close consultation with the relevant programme section, Procurement Services Centre (UNICEF SD), and CO management.

5. End user programme supply and logistics monitoring

  • Regularly collect feedback from end users regarding the quality, usability, and satisfaction of procured goods and services.
  • Analyze end user feedback to identify trends, issues, and areas for improvement.
  • Collaborate with end users to understand their requirements and expectations.
  • Work with suppliers and internal teams to address issues and improve the quality and usability of procured goods and services.
  • Develop and implement action plans based on end user feedback to enhance satisfaction and performance.
  • Prepare and present regular reports on procurement, logistics, and end user satisfaction performance, including key metrics and areas for improvement.
  • Conduct analysis to identify cost-saving opportunities, efficiency improvements, and user satisfaction enhancements.

Impact of Results:

The ability of the Supply Officer (Procurement Services) is to successfully plan, manage and oversee the effective and efficient supply chain management of goods, services and construction works for UNICEF programmes and the Government, directly impact on program goals and results for children. This in turn contributes to maintaining/enhancing the credibility of UNICEF as an effective and responsible manager of funds entrusted to the organization and to furthering UNICEF image as a competent organization for delivering cost effective and sustainable program results for children.

To qualify as an advocate for every child you will have…

Education:

  • A university degree is required in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field.

Experience:

  • A minimum of two (2) years of relevant experience, at the national and international levels, in supply, logistics, procurement, contracting, administration and/or other directly-related technical fields is required.
  • Good knowledge and understanding of UNICEF programmes, public procurement principles, financial and legal aspects of supply chain issues, ethics and risk management of supply chain operations.
  • Work experience in supporting emergency responses is considered an asset.
  • Health supply chain management experience an advantage.
  • Expected technical competencies Hands-on experience in using SAP for supply transactions.
  • Strong analytical and communication skills including use of excel to come up with trends and data charts for procurement and logistics reports

Language Requirements:

  • Fluency in English is required. Knowledge of another official UN language is an asset.
