Terms of Reference

General Background
UNHCR’s Global Learning and Development Centre (GLDC) within the Division of Human Resources (DHR) has been entrusted with the mandate of providing development solutions for all colleagues across UNHCR. The Management Leadership Excellence Section (MLES) in the GLDC delivers tailor-made and needs-based development solutions for UNHCR’s colleagues worldwide, with a special focus on the organization’s management and leadership.

The contractor will be working closely with the Senior Talent Learning and Development Officer and with other colleagues in the GLDC, including the Regional Talent Advisors, as well as with other internal and external stakeholders and vendors:

Coordinate, design, organize and facilitate learning activities, in particular on the job and peer to peer learning, workshops, distance learning, e-learning, coaching and/or training courses mainly for UNHCR staff and selectively for partners including oversight for the implementation of all logistical arrangements relating to training/learning activities. This includes but is not limited to the delivery or contracting of services for selection of participants, providing feedback on the work submitted, leading workshops, facilitation of sessions, analysis of impact of training/learning activities.

Support leadership development programmes, including induction for first-time Representatives, Deputy Representatives and Assistant Representatives

Analyze learning needs in the Organization in the designated field based on an understanding and anticipation of present and future client needs, challenges, trends and strategies and subsequent development of appropriate learning responses.

Support on monitoring the unit-level workplan, budget and take necessary actions related to procurement, create efficiencies in resource management.

Assist in research and contribute to the formulation of strategies, policies, standards, procedures and guidelines geared at encouraging learning and knowledge sharing.

Perform other related duties as required.

Purpose of the project:
Support design and implementation of Senior Leadership Learning and Development Programs for the Senior Leadership and Development Unit focusing on first-time Representatives, Deputy Representatives, and Assistant Representatives (Thematic Sessions, Inductions, Coaching, Mentoring and Leadership Insights sessions), Learning and Development Programs focussing on Divisional requests; Support developing women in leadership programs, in particular Allyship circles locally recruited female colleagues.

Requirements:
Possess a Bachelor’s degree in a relevant field
Minimum 6 years of relevant professional experience
Have excellent communication skills with strong interpersonal and negotiation skills.
Be fluent in English, with advanced writing and editing skills. Additional UN languages are desirable. French is an asset.
Capable of building and maintaining simple databases and filing systems for project management.
Have good experience using the Microsoft Office suite (Outlook, Word, Excel, and PowerPoint).
Demonstrate a genuine desire to learn and develop.
Be highly organized and have good attention to detail.
Be able to multi-task and to prioritize workload.
Be a flexible, team-player.
Excellent knowledge of both UN and UNHCR system.

Learning Development Officer

Organizational Setting and Work Relationships
As part of UNHCR’s people and talent management, the role of the job is to enable on-the-job and peer-to-peer learning, and to develop and deliver customized learning solutions for colleagues in critical role pools, Bureaux, managers and leaders in order to improve performance and contribute to career pathways. In doing so the Learning Development Officer contributes towards building a positive UNHCR learning culture.

The incumbent also supervises staff and supports the submission for the budget and activities under her/his responsibility. The incumbent will take decisions regarding expenditure of funds in the designated field and is tasked with establishing and maintaining efficient administrative control mechanisms to ensure compliance with UNHCR financial, administrative, and staff rules and regulations.

The post requires the incumbent to work both internally with the Divisions and Bureaux and in coordination with regional and field offices and external partners concerning capacity building and awareness raising activities to ensure appropriate cross-linkages of all UNHCR learning and development programmes with functional and management/leadership component.
S/he will work with external service providers – consultants, e-learning developers, printing and production companies etc. and be responsible for preparing requests for proposals for acquiring goods and services.

The incumbent establishes strong linkages with subject matter experts from other UN agencies and non-governmental agencies as necessary on various issues with regards to the development of learning programmes and the provision of training on specific issues.

Duties
– Represent learning in meetings with Bureaux and parent division on learning content under their responsibility, as well as interagency and partner counterparts.
– Coordinates with the required sections with regards to linkages between recruitment, posting, staff development, career development, and performance management

– Manage the financial administration of all aspects of learning and promotional activities for the learning activities under area of responsibility, including the allocation of financial and other resources, and recommend approval of expenditure as necessary.
– Participate in the preparation of annual administrative and programme submissions.
– Prepare requests for proposals for goods and services (incl. consultancy) and maintain efficient administrative control mechanisms to ensure compliance with UNHCR financial, administrative, and staff rules and regulations.
– Develop written materials, guides, job aides, manuals, etc. to be used for training/learning/staff development in the area of specialty and oversee the maintenance of learning materials (modules) related to the respective field, which involves coordinating the work of support staff, consultants, and coaches, in order to maintain the quality and relevance of materials.
– Assist in the analysis of impact of training/learning activities, including reporting duties as well as follow-up on coordination of activities and the promotion of learning, preparation of regular and ad hoc reports and compilation of statistics as required.
– Supervise staff / consultants / interns as required and applicable.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

– Perform other related duties as required.

Desirable
Facilitation skills or certification highly desirable. Additional coursework in adult education, learning (external coursework/certification or internal coursework, such as completion of the Trainer and Facilitator Development Programme highly desirable. Additional coursework or certification in project management, organizational psychology or development, or human resources management or related field such as organizational development would be a strong asset. Field experience. Knowledge and experience of UNHCR’s operations, procedures and issues regarding UNHCR persons of concern.
