This Business Analyst position is a one-time opportunity to provide school-site support and be a part of an exciting, system-level change effort that involves the Government of Jamaica’s Ministry of Education and Youth (MOEY) and Ministry of Finance and the Public Service (MOFPS) Accountant General’s Department (AGD) and supports the MOEY’s transition to new financial technology systems. This consultancy will work, specifically, with Information Technology systems, AGD, MOEY, and personnel from pilot schools to provide on-the-ground, information technology hardware and system access and support, establishing clear processes and protocol to keep project implementation on time and on track. Project sites include approximately fifty (50) schools spread across two geographic regions (Regions 6 and 7) of Jamaica’s MOEY. The analyst will also support the application of and leveraging of the new business processes with Allovue project partners.
 
We are looking for an experienced, analytical, and adaptable Business Analyst. As Business Analyst, you will support the AGD and MOEY in all areas of operations in targeted initiatives through modernizing fiscal processes using better methods, techniques, and cutting-edge information technology. The technology and software has already been identified.
 
You will look at and review the actual processes within the school business operations and will be expected to make or suggest a more efficient model and workflow process to help schools transfer data to the software and AGD’s General Financial Management System (GFMS).  The Business Analyst will work with stakeholders from all business units and related third parties to define and document business processes and software requirements for technology initiatives, upgrades, and maintenance. This also includes content management systems and business information systems.
 
You will work for the IDB and will provide support to the MOEY and the AGD. The MOEY is responsible for assigning public funds to the individual schools. Schools also garner funds from private donations and through fundraising. The AGD is the nation’s Treasury, charged with facilitating and reporting on the flow of funds within the public sector of Jamaica. The Financial Administration and Audit Act (FAA) Act Section 15 establishes the Accountant General as the custodian of the Consolidated Fund, with specific responsibility for the collection, safekeeping, and proper disbursement of all sums due to and payable from the Consolidated Fund. The FAA Act, the Jamaican Constitution Section 117, the Crown Properties Vesting Act, as well as other laws and enactments outline the roles and responsibilities of the Accountant General. The AGD team is responsible for the operational governance of its treasury IT systems. 
 
The IDB is supporting the MOEY and AGD to improve the management and reporting of the collective funds at the local, regional and central levels. The IDB has a team comprised of education and finance specialists based in Kingston and Washington, DC. The IDB is partnering with Allovue, a leading education technology firm that builds finance solutions for schools. You will work with the IDB/Allovue team. 

What you’ll do:
  • Identify the as is and to be scenarios for school financial management and do a gap analysis.
  • Work with the treasury IT project process covering all business aspects from requirements gathering through implementation.
  • Lead and support the development and implementation of the approved optimal solution plan at participating pilot school sites (deliverable to occur in parallel and following MOEY and AGD/MOFPS GFMS implementation).
  • Work with Allovue and/or other third-party project team(s) to ensure that all data recorded reflect agreed and understood data definitions and business rules.
  • Ensure that specific project deliverables are produced on time in accordance with the project plan and make sure that all relevant parties are informed of progress.
  • Report project progress at regular intervals to the business owner and produce key documentation for distribution.
  • Liaise with system stakeholders to elicit stakeholder needs and identify system features required to support those needs.
  • Ensure that system requirements are described and modelled using appropriate techniques, i.e., business process modelling, case modelling, user story definition, specification by example. 
  • Identify recommendations for improvements to processes, practices and procedures and implement changes with minimal disruption.
  • The Consultant will work closely with the MOEY (central, regional and school level stakeholders) and will collaborate with Heads of Units within the AGD and the Information Management Unit at the AGD.
What you’ll need:

Education:

  • At least a bachelor’s degree in accounting, Business Administration, Computer Science, Economics, Engineering, Information Technology, Statistics, Public Financial Management or related.
Experience:
  • At least two (2+) years of experience in an above/related field if possessing demonstrated experience in the public sector. If the bachelor’s degree is not in an above/related field, then at least three (3+) years of experience in an above or related field.
Languages:
  • Proficiency in English.
