JOB CONTEXT:

The Palestine mission is part of the Mashriq regional programme, which covers Egypt, Iraq, Jordan, Lebanon and Palestine.

HI implements a mix of humanitarian and development projects in the Gaza Strip and the West Bank.

Funding levels have been rising gradually since early 2023 and several key grants are already secured for 2024 and 2025.

Total budget for 2024 between 10 and 15 M EUR; total number of staff is about 70 and almost 170 volunteers.

Sectors of activity: inclusive education, physical rehabilitation, early childhood development, emergency preparedness, mental health and psychosocial support, disability mainstreaming/inclusion in humanitarian action, advocacy, humanitarian mine action, humanitarian logistic

Main challenges: tense and unstable security situation in West Bank, and East Jerusalem; open conflict offensive in Gaza Strip; some restrictions on movements and humanitarian access.

 

YOUR MISSION:

MEAL:

The mission MEAL team is quite young and new. The restricted access to Gaza Strip and inside the Strip areas is not allowing proper monitoring of projects activities. The MEAL Manager (based in WB) joined right after the escalation of October 7th. Following the escalation and the displacement of the team, MEAL activities has reduced to a limited capacity. The mission needs to ensure proper implementation of MEAL systems coherent between the two sites (Gaza & West Bank) in addition to build the capacity of the existing MEAL team on the MEAL and IM aspects.

Reporting to the Palestine MEAL Manager, the Support Palestine MEAL Manager is responsible for ensuring proper implementation of Monitoring, Evaluation, Accountability and Information Management systems on the project in Gaza Strip and West Bank. He or she is the functional manager of the MEAL and Information Management teams in West Bank and Gaza Strip, working in coherency and collaboration with the Palestine MEAL Manager and Palestine IM Officer.

 

More precisely, you’ll be in charge of:

-Developing and overseeing the MEAL system in both the Gaza Strip and the West Bank Together with the Program and MEAL Team.

– Build the capacity of the MEAL and IM team of the mission.

– Provide meaningful findings from the ongoing activities and projects that would allow proper learning and improvement.

– Ensuring sound internal coordination with relevant projects.

 

Missions/Responsibilities:

Mission 1: Management

  • Manager as a role model: embody HI’s values on a daily basis and be a role model.
  • Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
  • Operational manager: organise the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
  • First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour.

 

Mission 2: Strategy and steering

  • Contributes to defining MEAL and Information Management action plan, implements this action plan and then monitors it;
  • In close collaboration with the Regional MEAL Manager, national MEAL and project teams, ensures the implementation of systems for monitoring, data collection, information management, evaluation, accountability to affected populations, learning and knowledge management that are adapted to the intervention context and enable compliance with HI standards;
  • Forwards to the Regional MEAL manager any information or difficulties that could help to improve these systems;
  • Helps drive the performance of the MEAL department;
  • Participates in strengthening the MEAL/IM skills of partners and HI staff (MEAL and non-MEAL).

 

Mission 3: Standards and expertise

Define the MEAL systems through:

  • Implements, exploits and develops the MEAL system;
  • Indicators and Results monitoring;
  • Support in Project Cycle Management;
  • Evaluation Systems;
  • Accountability to Affected Population Systems;
  • Learning Systems;
  • Visualisation tools /dashboards;
  • Projects’ design and logical framework development;
  • Ensures the coherency and integration of these systems.

 

Ensure the quality of interventions and compliance with HI standards:

  • Trains the teams in Gaza (HI and partners);
  • Implements procedures for monitoring the quality of interventions;

 

Mission 4: Operational implementation

  • Supports projects managers and partners to implement the minimum project management processes described in PQP (Project Quality Policy) and guidelines
  • Is responsible for setting up systems for monitoring outcomes and for ensuring compliance with methodological standards to be used when conducting surveys
  • Is responsible for compliance with the HI standards applicable to project evaluations
  • Is responsible for the application of the mechanisms defined by the Regional MEAL manager to provide accountability to affected populations
  • Contributes to learning and the continuous improvement of HI’s interventions
  • Contributes to the external representation and promotion of HI’s MEAL expertise

 

Mission 5: Emergency preparedness and response:

Contributes to the programme’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI.

 

CHARACTERISTICS OF THE POSITION (security risks, travel and living conditions):

  • In the West Bank, HI is supporting two local rehabilitation centres to provide rehabilitation services and will start soon to support a third center. HI is also the lead of the Rehabilitation Task Force in the West Bank.
  • The total budget for 2024 will likely be between 7 and 12 M EUR. The total number of staff is around 60 + around 50 volunteers, and it is expected to grow up to around 150/200 staff in total (for all sectors).
  • Current sectors of activity: physical rehabilitation, humanitarian mine action, humanitarian logistics, education in emergencies, emergency preparedness, disability mainstreaming/inclusion in humanitarian action, advocacy
  • Main challenges: severe lack of security and humanitarian access in Gaza; security risks, access constraints, and potential further escalation in West Bank and East Jerusalem.

 

2/Details relating to security risks, isolation, travel and living conditions

  • Jerusalem: In normal times, the security is relatively stable most of the year, with some days of mass demonstrations and isolated acts of violence, in particular during key religious holidays and anniversaries of important historical events. There are several opportunities for social and cultural life. In the current crisis, there is a heightened risk of violence and an increasing number of Israeli checkpoints. Life in Jerusalem is relatively stable and international staff have some opportunities for social life and daily trips.
  • West Bank: In normal times, the security is relatively stable in Ramallah and Bethlehem, but overall unstable in Hebron and the Northern West Bank, with regular episodes of Israeli armed incursions, settler violence, and Palestinian attacks. In the current crisis, the number of incursions and violent incidents has increased considerably and most towns and villages are isolated from each other due to the closure of all Israeli checkpoints for Palestinians. Life in Ramallah is relatively stable and international staff have some opportunities for social life and daily trips.
  • Gaza Strip: In normal times, the security is unpredictable, with long calm periods followed by short bouts of armed confrontation. Security rules are tight with controlled movement. Systems for hibernation and evacuation are in place. In the current crisis the whole population is at constant risk due to frequent airstrikes. HI’s team has relocated to Rafah governorate. HI has setup a solid system with for security management, although the risks will remain high as long as the war continues.

Expériences / Formation

YOUR PROFILE:

Qualification:

  • University degree in computer science, statistics, social sciences, Project Management, or related field

Experience:

  • At least 3 years’ experience in humanitarian work, possibly in complex crisis in project management or MEAL with at least 1-year Management position.

Skills:

  • Practical experience in facilitation and/or design of training and skills development
  • Practical experience in use of Information Systems
  • Proficient in qualitative and quantitative data collection and analysis
  • Responsible data management
  • Practical experience in statistical analysis and visualisation
  • Proficient in project evaluations

  • Housing: Collective taken in charge by HI;
