UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to help the Regional People and Culture team with the workload review and contribute to recommendations to the senior management on optimizing workload distribution among General Services staff and improving business efficiency.
Specific objectives:
- Support the People & Culture Team in collecting and analysing workload data of GS staff (18 staff as of Jan 2025), both quantitative (data from systems) and quantitative (data and information from interviews)
- Provide recommendations for optimizing workload distribution, back-up arrangement, and improving efficiency in the office
Work assignment remote/ home-based modality, not office-based, Expected deliverable and Delivery schedule:
- This assignment can be done mainly home-based, with some office-based work as necessary and appropriate, and will require close collaboration with the People and Culture Team based on the below outline of the methodology.
- Document Review – Job Descriptions of the General Services (GS) staff, organization charts of sections, workforce data
- Interviews and Focus Group discussions with GS staff to understand their daily tasks and responsibilities, and with chiefs of sections to gather insights on workload distribution, back-up arrangement and challenges
- Time-allocation study on how GS staff are allocating their time – the frequency and duration of various tasks
- Work volume data of GS staff
Assignment 1: Analysis and summary of documents and data:
- The People and Culture team will collect relevant data to enable analysis of the workload, as indicated above. The consultant will be responsible for analyzing this data, and identifying bottlenecks, duplication of tasks, unfair distribution of workload, or other inefficiencies.
Expected deliverable 1: Summary report of data analysis:
The deliverables and documentation for this phase will include (but not limited to) summary report of the findings from analysis of the below:
Review of the documents org chart, job descriptions, etc.
- Summary and analysis of the interviews, including identification of any discrepancies from the job descriptions, bottlenecks
- Analysis of the time allocation data and identifying patterns on allocation of time and areas of concern
- Work volume and distribution analysis
- Estimated working days: 10 days of work.
Assignment 2: Identification of recommendations for Workload Distribution
- The consultant will combine the analysis conducted in the first assignment to come up with a comprehensive workload distribution analysis by individual and section. The consultant will identify areas of improvement and suggest innovative solutions to address current bottlenecks, including but not limited to changes in structure of the teams, back-up arrangement, or distribution of workload, working modality, etc.
- Expected deliverable 2: Final report with detailed workload distribution analysis and recommendations for improving efficiency
Estimated working days: 5 days of work:
To qualify as an advocate for every child you will have…
- Bachelor’s Degree sociology, psychology, human resources, education, social sciences or a related field
- At least 5 years of prior experience in data analysis, for both qualitative and quantitative data.
- At least 3 years of experience in human resources management
- At least 2 years of prior experience in report writing
