Org. Setting and Reporting

This position is located in the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries Small Island Developing States (UNOHRLLS). Subprogramme 3 of the Office is mandated to foster achievement of the development aspirations set in the Antigua and Barbuda Agenda for SIDS (ABAS). The incumbent reports to the Senior Programme Management Officer of Subprogramme 3, under the overall guidance of the Chief.

Responsibilities

Under the supervision of the Senior Programme Management Officer in Subprogramme 3 the incumbent will perform the following functions:

  • Monitor the implementation of the ABAS and assess the sustainable development in SIDS towards achievement of the Agenda 2030 and SDGs;
  • Provide necessary substantive services to the intergovernmental processes relevant to the sustainable development of SIDS, particularly the High-level Political Forum and the General Assembly and provide substantive services to the SIDS in their effective participation in the intergovernmental processes;
  • Provide support to the mobilization of international support measures and resources for the implementation of the ABAS;
  • Support the advocacy work of the office in close cooperation and coordination with the relevant parts of the United Nations;
  • Participate in the preparation of the Secretary-General’s annual progress reports on the implementation of the ABAS;
  • Prepare publications, statements, presentations, background and issue papers, briefing materials, talking points and minutes of the meetings, and represent the Office at various inter-agency and expert meetings;
  • Prepare written outputs issues notes, reports, statement, and briefings;
  • Provide substantive support to consultative and other meetings, conferences pertaining to SIDS;
  • Organize and conduct training seminars and workshops for government officials of SIDS;
  • Assist in planning and preparation of the unit’s work plan and budget requirement;
  • May perform other duties as required.

Competencies

  • PROFESSIONALISM: Knowledge of the sustainable development issues of the least developed countries and small islands developing states. Demonstrated research and analytical skills. Ability to apply economic theories and concepts in different sectors of economic and sustainable development. Ability to conduct independent research on economic topics, determine suitability, validity and accuracy of data provided by different sources. Ability to develop economic and sustainable development policies and make recommendations on their implementation. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Demonstrates openness in sharing information and keeping people informed;
  • PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.

Education

  • Advanced university degree (Master’s degree or equivalent degree) in sustainable development, international relations, economics, public policy or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible experience on sustainable development issues including three years at the international or regional levels is required;
  • Experience in intergovernmental processes is desirable;
  • Experience in building partnerships on sustainable development is desirable;
  • Experience in resource mobilization is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required. Knowledge of a second official UN language is an advantage.
