Result of Service
Under the general supervision of the Head of the Sustainable Mobility Unit (SMU) and the direct supervision of the Programme Officer (LAC/Digitalization) at the Sustainable Mobility Unit, the successful candidate will will provide specific technical support to the SMU’s activities in the LAC region for the Climate and Clean Air Coalition project especially for Paraguay. This includes performing various technical analyses that will result in a cost benefit analysis report, a gap analysis, a roadmap, updated regulatory framework and a mechanism to monitor the compliance of the proposed regulatory emissions standards.

Duties and Responsibilities
Organization Setting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the Industry and Economy Division of UNEP is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies, practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. UN Environment’s Sustainable Mobility Unit (https://www.unenvironment.org/exploretopics/ transport) is part of the Industry and Economy Division. The Sustainable Mobility Unit wishes to engage the services of a consultant for a period of 8 months to provide technical support to the projects of the Climate and Clean Air Coalition in Latin America and the Caribbean. The Climate and Clean Air Coalition (CCAC) through the Heavy-Duty Vehicles and Engines Hub (HDV) supports countries to improve the quality of the fuels, reducing the sulfur content and strengthen the vehicle emission standards. The project “Accelerating policy action in support of soot-free and zero-emission road transport in three key global south regions” and the project “Technical Assistance for Regulating the Import of New and Used Vehicles to Paraguay” are aimed at rapid impact to accelerate policy action on soot-free and zero-emissions heavy duty vehicles road transport as they have large SLCP emission reduction potential. The consultant will develop technical reports and proposals for adopting Euro VI and ZEV HDV; and for Short Lived Climate Pollutants (SLCP) impact analysis of the road transport sector in Paraguay. Responsibilities Under the general supervision of the Head of the Sustainable Mobility Unit and the direct supervision of the Programme Officer (LAC/Digitalization) at the Sustainable Mobility Unit, the successful candidate will contribute to promoting cleaner and more efficient new and used vehicles for Paraguay. The consultant will contribute by supporting the preparation of technical regulations to reduce emissions of used imported light and heavy-duty conventional and electric vehicles. The specific responsibilities are: 1.Provide technical expertise for capacity building events on the importance of controlling and reducing emissions from road transport. 2.Support the calculation of impact of emissions from the national road transport sector in Paraguay. 3.Develop a cost-benefit analysis associated with implementing Euro 6/VI for imported new and used vehicles. 4.Analyze gaps of the current regulatory framework to reduce road transport emissions (including SLCP) 5.Develop a Roadmap for Euro 6/VI for imported new and used light and heavy-duty vehicles. 6.Prepare and validate modifications of the current regulatory framework to reduce road transport emissions (including SLCP). 7.Prepare and validate a mechanism to monitor the compliance of the proposed regulatory emissions standards.
Qualifications/special skills
• A university degree (bachelor’s or equivalent) in Environmental Sciences, Economics, Transport, Engineering, or related field is required. • At least 5 years work experience in sustainable transport projects is required. • Substantive knowledge, technical and practical expertise in vehicle issues, sustainable transport, and policy implementation in developing and transitional countries is required. • Regional project work experience in the Latin America and Caribbean Region is required. • Experience in development of national partnerships and working with national strategic implementing agencies is required. • Prior experience working in an international organization is desirable. • Proven experience in project reporting to large multilateral and bilateral donors is desirable
Languages
• English and Spanish are the official languages of the United Nations Secretariat. For this post, fluency in oral and written English and Spanish is required.
