Result of Service
The services of the consultant will lead to two reports that will assess the Sustainable and Smart status of 2 ports in Africa, namely Port Louis (in Mauritius) and Tema port (in Ghana), focusing on the perspective of the energy transition as per UNCTAD SSP assessment methodology.

Duties and Responsibilities
Under the overall supervision of the Chief, Transport Section, Trade Logistics Branch, Division on Technology and Logistics, the consultant will undertake an SSP assessment of 2 ports, namely Port Louis in Mauritius and Tema in Ghana, following the steps outlined in the UNCTAD Sustainable Smart Ports (SSP) methodology.

Specific activities are listed extensively in the UNCTAD Methodology as Annex II (Flowchart methodology) and Annex XI (Planning):
(1) Conduct desk research to collect data on: (i) the characteristics of the port, (ii) linkages between energy transition national strategies (and regional, if applicable) and ongoing port reforms and (iii) port renewable current energy use and potential future energy demand, as well as CO2 footprint and energy efficiency and potential to improve the latter.
(2) Determine relevant public and private stakeholders (in alignment with the local focal point) to advance reforms towards enhancing the readiness of ports to develop as Sustainable Smart Ports.
(3) Prepare and disseminate questionnaires to collect missing data/information to conduct the SSP gap analysis.
(4) Conduct meetings (virtual and face-to-face) with stakeholders to present the UNCTAD SSP assessment methodology and apply the methodology, collecting information and determining the SSP status of targeted ports.
(5) Prepare an SSP Assessment Report for each target country and its port that will include recommendations and an action plan/roadmap to be discussed and validated at a national workshop. The report will follow a structure provided by UNCTAD. Actions targeting vulnerable groups and women will be considered in the recommendations and the action plan/roadmap.
(6) Participate in 1 online national validation workshop organized with relevant stakeholders in each target country (2 countries) to discuss and validate the SSP Assessment Report findings/recommendations/action plan/roadmap and discuss implementation.
The consultant is expected to inform UNCTAD of the need for consultation with focal points or other stakeholders in each recipient country, as appropriate.
Regular meetings will be held with UNCTAD to report on the above activities.
Qualifications/special skills
Master or advanced studies in economics, transport geography, supply chain management or related field is required.
10 years of work experience in research and capacity building in port sustainability are required.
Project planning and management experience in connection with research and capacity building is required.
Experience in similar projects related to developing countries is desirable.
Languages
Fluency in written and spoken English is required.
