Organizational Context and Scope

The program “Integrated Responses on Migration from Central America” (IRM) is a six-year Cooperative Agreement (February 21, 2020 to February 20, 2026) funded by the United States Development Agency (USAID) that will allow IOM to address gaps and challenges on sustainable reintegration and irregular migration in the region by improving integration or reintegration-related services (protection, psychosocial assistance, referral services, training, certification of studies, among others) at the individual, community and structural levels.

Building on the best practices and lessons learned, IOM achieved assisting migrants during previous projects in El Salvador, Guatemala, and Honduras; through the IRM program, IOM will continue to support the governments of Central America in strengthening national capacities for sustainable solutions during the reintegration of migrant returnees, based not only on multisectoral integrated approaches but also on diminishing gaps identified during the previous experiences and adapting new guidelines for each context.

The purpose of the Integrated Responses on Migration from Central America (IRM) program is to strengthen stakeholders’ capacities to facilitate the sustainable reception and reintegration of returned migrants in El Salvador, Guatemala and Honduras and assist integration of migrants in Belize, Costa Rica, and Panama, including those from the northern countries of Central America, as well as from Venezuela and Nicaragua. All these actions will contribute to a safe, dignified, orderly and regular migration. The activity’s geographic scope includes six countries in Central America: El Salvador, Guatemala, Honduras, Costa Rica, Panama, and Belize.

Under the direct supervision of the IRM Subregional Grants Officer in close coordination with the IRM Chief of Party/Sub-regional Programme Coordinator, the National Coordinators and the Finance and Administration departments, the Subregional Subgrants Senior Assistant will support the implementation of the program activities, specifically with implementing partners. The Senior Sub-Grants Technical Assistant should be proactive, always looking for new opportunities.

Responsibilities and Accountabilities

  1. Support, and when delegated, lead and represent the Subregional Grants Officer during internal and external meetings, presentations, and requirements made by the program and donor.
  2. Elaborate periodic narrative and/or financial reports, as well as weekly updates and other requests of information, in coordination with the Subregional Grants Officer.
  3. Ensure the follow-up and timely execution of the workplans estimated by implementing partners and guarantee the completion of the results, in coordination with the Subregional Grants Officer.
  4. In close coordination with the Subregional Grants Officer, organize on a regular basis team meetings to review with national project coordinators and implementing partners the planned progress against actual progress.
  5. Ensure the preparation of up-to-date information on the subgrants activities to assist in the elaboration of communication materials, press notes, information inquiries from the donor in coordination with the Subregional Grants Officer.
  6. Participate in the recruitment process and supervision of implementing partners; monitor the work of consultants and contractors in accordance with IOM procedures and regulations.
  7. Maintain effective relationships with relevant stakeholders such as implementing partners, civil society organizations and private sector entities.
  8. Ensure a gender-based and human rights approach in all subgrantees implementation´s.
  9. Provide technical support to the Subregional Grants Officer related to the organization and participation in program meetings, workshops and seminars, promoting synergies and coordination between team units and country teams.
  10. Assist the Subregional Grants Officer, in the technical liaison with relevant counterparts; as well as participate in technical coordination activities related to the development of subaward initiatives to be presented to the donor.
  11. Assist the Subregional Grants Officer to improve streamlining between different subgrants finance and procurement follow-up, keeping up to date the financial and budgetary monitoring tools necessary for decision making.
  12. Undertake other duties that may be assigned which are commensurate to the position.

Required Qualifications and Experience

EDUCATION

  • University degree in political or social sciences, Law, International Relations, Economics or a related field from an accredited academic institution with five years of relevant professional experience; or
  • High school diploma with seven years of relevant professional experience.
  • Diplomas or certificates studies on migration, human rights, development, protection, and gender will be advantageous.

EXPERIENCE

  • Relevant professional experience in managing grants, specially with USAID, will be an advantage.
  • Experience working with local governments and community leaders, national counterparts, as well as NGOs.
  • Experience in facilitating workshops and training processes.
  • Experience in preparing executive reports, systematizing experiences and preparing documents and/or presentations for knowledge management.
  • General knowledge of the national reality, national plans and legislation regarding the protection of human rights.
  • Experience working with international cooperation and international humanitarian organizations will be an advantage.
  • Good command of data processing programs: Excel, Word, Power Point, Access, as well as other programs in the Office package or other systems.
  • Experience with written annual work plans, budget administration and fundraising reports.

  • Must have strong analytical, planning, public relations, and people management skills.
  • Must have donor and vendor communications and relations.
  • Must have excellent coordination skills. Personal commitment, efficiency, flexibility, drive for results, respect for diversity, and creative thinking.

  • Must have analytical skills to create high-quality written materials tailored to specific audiences and written reports to donors.
  • Must have computer skills (MS Office, SharePoint, BI tools, etc.)
