ABOUT THE MISSION
SOLIDARITES INTERNATIONAL (SI)
To enhance technical support for our field teams and better respond to the evolving context**, Syria and Iraq mission have merged** and decentralized programmatic support under the Eastern Hub. This hub oversees operations in northeast Syria (NES) and Iraq and is managed by a Hub Director, managing Field Coordinators in Hassakeh, Raqqa & Erbil.
NES. The strategy consists of three main components. The first axis aims at providing emergency lifesaving assistance to populations affected by new shocks. This includes a range of basic emergency activities: water trucking, installation of emergency WASH infrastructures, emergency MPCA, distribution of WASH/Shelter emergency NFIs. The second axis of NES strategy provides assistance to IDPs and host communities affected by degraded living conditions. Under this axis, SI aims at improving communities’ living conditions (through rehabilitation of private shelter, ensuring better access to safe water storage and sanitation), ensuring communities’ basic needs (through safe water supply, WASH and shelter kits distributions, food vouchers and multi-round MPCA), and improving their access to livelihoods (through support to small-scall food and livestock production, MPCA with a contiguum approach, IGA, WASH infrastructure maintenance). Building resilience amongst com munities to enable them to adapt to water scarcity, climate change and economic crisis stands as the third axis of this strategy. It encompasses activities aiming at adapting to water scarcity (through maintenance of water infrastructures, agro-ecology, installation of alternatives energy sources for more sustained water-supply systems, conduction of studies on soil and water, etc.), fostering resilience to economic crisis (through supporting and developing private businesses, rehabilitating community access and support micro-economy initiatives), and building the resilience to new shock (development of DRR approaches, development of local governance capacities, improving surveillance systems). To support this strategy, SI intends to develop further its local partnerships and support to technical departments, while continuing to be highly active in various humanitarian coordination platforms.
ABOUT THE JOB
The field coordinator, under the management of the Hub Director, proposes a regional strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated. He/she checks and ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures. He/she mobilizes the material and financial resources necessary for programs to run smoothly, and supervises resource management. He/she coordinates the teams in place and is responsible for their security in his/her assigned zone. The position directly manages 2 support managers (logistics, admin), one security advisor, one MEAL Manager, one IM Supervisor, and two Program Managers (WASH & FSL).
General objective:
- Propose, develop and adapt operational strategy within his/her intervention zone
- Responsible for security of teams and property within his/her intervention zone
- Internal/external communication and coordination within his/her intervention zone
- Resource management (ensure human, financial, and logistical resources are mobilized to accomplish projects in his/her intervention zone)
Priorities for the 2/3 first months:
- Ensure continuity of the quality of the activities and the opening of new projects
- Initiate and support the assessments that will inform the program development for 2025.
- Accompany the recruitment and onboarding of Syrian managers.
- Participate to efforts at mission level to expand to hard-to-reach areas, including possibly Deir Ez-Zor.

YOUR PROFIL
Education / academic background:
Master’s degree in a field related to International Relations or Development studies
Specific skills and experience:
TECHNICAL SKILLS
- 3-5 years of practical experience of planning, management, and implementation of procedures in the context of INGO humanitarian operations.
- Experience in post-conflict contexts
- Strategic thinking and willingness to develop SI intervention in new areas
- Proven influencing and negotiating skills with internal and external audiences (Access Working Group, donors) including in complex and stressful circumstances (local authorities, community representatives, Armed Groups Leaders…).
- Proven management experience.
- Arabic language skills would be considered an asset
SOFT SKILLS AND SPIRIT:
- Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities. Must be organised and efficient.
- A sound understanding of the importance of gender.
- Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
- Willingness to travel at short notice, and often in difficult circumstances.
- Committed to SI principles.
Language:
- Fluency in English
- Levant Arabic will be an addition.
SI WILL OFFER YOU
A salaried position:
According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
The candidate will be based in Hasakeh. She/He will live in the SI guesthouse(s). In Hasakeh, living conditions are simple but highly improved with a few opportunities and places to socialize.
However, when going on the field bases, living conditions are more basic, with fewer opportunities for socialization, as well as some individual movements’ restrictions. Security levels vary according to the different geographical locations and changes of context.
Security in NES can be volatile and justifies specific arrangements for accommodation and displacements in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes of context. Access to the field is usually possible (except in case of specific event) and encouraged. Likelihood of emergency evacuation remains likely in case of geopolitical change or Turkish military operation).
